Call to Order
The City Vice-Mayor and Presiding Officer Cynthia G. Cajudo called the session to order at 9:50 in the morning.
Roll Call
With seven (7) members and the Presiding Officer present, a quorum was declared.
Reading and Adoption of Minutes
On motion of Councilor Rodel S. Cerezo, the minutes of the previous session was deferred by the body.

Communications and Referrals of Business
Communications Read:
1. Memorandum from the City Mayor, addressed to All City Government Department & Division Heads, All City Government Employees regarding the Prior Approval and/or Clearance from the City Mayor; Reiteration of Memorandum dated 16 August 2004.
2. Petition Letter from the Members of the Olongapo City Public Market Stallholders Association, Inc., addressed to the Hon. Councilor Jong Cortez, Jr. regarding the City Council Draft Ordinance No. O-39, withdrawing from public use 20th, 21st and Barretto Streets. (Referred to the Committees on Lands, on Public Market and Traffic has already been informed)
3. Memorandum from Angie Socorro S. Baroga, OIC, City Personnel Office, addressed to the City Officials/Employees regarding the Schedule of Annual/Physical Examination for the month of May 2009. For the City Council: May 6, the celebrant is Regidor Dedicatoria, May 8, Ma. Victoria Baviera and Jocelyn Niñonuevo, May 27, Kgd. Elena Dabu and May 29, David Contreras. (Council Secretary and Vice-Mayor’s staff to assist the Vice Mayor in following up the matter as to its compliance)
4. Lady Local Legislative League of the Philippines Luzon Area Conference, May 7-9, 2009, Holiday Inn, Clark, Mimosa Leisure Estate, Clark, Pampanga. (For information)
5. Olongapo City Computer Application System Project, a report which is documented and reported by Mr. Andy Yuzon, Geodata Project Manager. This is regarding LegMIS Documentation and Report as of April 16, 2009 it says that, “the LegMIS implementation was continued by Geodata last Thursday, April 16, 2009 with LegMIS Programmer Ms. Janelle Panique-Ong and Geodata Project Manager Mr. Andy Yuzon coordinating with the SP Secretariat to install the latest Olongapo City LegMIS database in their computer workstations. Findings: the new computer workstations, server, scanners and printers for LegMIS that were bided and supposed to be purchased were not still available, delivered and ready. The City has to provide for said hardware ASAP; the 5 old computer workstations of the SP Secretariat office were all being used for other purposes outside LegMIS. Their specifications were also not fit for LegMIS. One of the computers had viruses that hampered the supposed-to-be temporary implementation of LegMIS at the SP Secretariat office even without the new hardware. Recommendations: 1. provide ASAP the needed hardware; 2. set another time for Geodata Programmer to come and implement LegMIS; 3. provide anti-virus and restrict USB port access to new hardware exclusively to be used for LegMIS. (No games, and other files outside LegMIS matters – to be coordinated with the City MIS Staff). (For information and referred to Councilors Rodel S. Cerezo and Edwin J. Piano)
6. Draft committee findings and recommendation for Adm. Case of Brgy. Chairman Carlito Baloy, et al. vs. Brgy. Kgd.Sotero S. Dabu from Councilors Delos Reyes, Perez and Cerezo. (For review)
7. Letter from Zenaida M. Bacxafra addressed to the Hon. Vice-Mayor regarding Ordinance No. 24-A, Series of 1988. Miss Bacxafra is the niece of the late Fiscal Lucio Baduria who would like to request a certified copy of the above City Ordinance as they would like also to request the Engineering Office to replace the old post/marker, which is no longer existing. (Referred to the Committees on Engineering and Public Works, and on Barangay Affairs and Barangay Kalaklan)
8. Letter from Purok 13, Neighborhood Association, addressed to the Hon. Mayor, it says that: “Kami pong mga residente ng Purok 13 ay sinasakop ng bakod ng Sta. Lucia at ng Ocampo sa pamumuno ni Cynthia Vallar ay umaapela kami at tumututol laban sa kanilang ginagawang pagbakod.” (Referred to the Committees on Engineering and Public Works and on Lands and City Planning Office)
9. First endorsement from the City Mayor James Gordon Jr., forwarding the attached communication to Hon. Cynthia G. Cajudo, Vice-Mayor and Presiding Officer and Members, Sangguniang Panlungsod the copy of Gordon College Board of Trustees, Resolution Nos. 57-62. (Referred to the Committee on Education for review and proper action)

Other Matters
Before the session ended, the Chair informed, the body about the visitors from Aklan who are now in the city. The Moreno Family from New Cabalan is hosting them. Members of the City Council can meet the visitors at Golden Dragon between 7:00-8:00 tonight.
Another visitor who is now in the city, Rotarian delegate from New South Wales, UK, in the person of Ms. Claire Robins, a community nurse, staying in the city for one month as an exchange delegate. Councilor Cortez will be going to UK as an exchange delegate.
The Chair also announced that the Council will lead the flag ceremony on Monday, May 4. She also invited the members to join the visitors from the ASEAN Regional Forum who will be conducting water purification and medical mission at Old Cabalan and IRAM. Members were encouraged to join the visitors and to group themselves into two for proper representation.
She also informed the Council that she attended the USS Essex luncheon. They are here as part of the Balikatan Exercise. This was also attended by the Chairman of SBMA and officers from the AFP, PNP and Phil. Navy.
Adjournment
There being no further matters to be discussed, the session was adjourned at 10:15 in the morning, on motion of Councilor Anselmo A. Aquino.
