RESOLUTION NO. 124
(Series of 2009)

A RESOLUTION DECLARING A STATE OF CALAMITY IN OLONGAPO CITY IN VIEW OF THE FLOODING AND DESTRUCTION WROUGHT BY TROPICAL DEPRESSION “LABUYO” AND ENHANCED BY THE SOUTHWEST MONSOON

WHEREAS, fifteen out of the seventeen barangays in the City were submerged in floodwaters due to heavy rains on September 7, 2009. To date a total of 70,000 residents and more are believed to be affected by the raging, neck-deep floodwaters, forcing a number of residents to stay on their home's roofs and later evacuate from their houses;

WHEREAS, rescue operations have been launched by the City’s Disaster Management teams with the Subic Bay Metropolitan Authority for the trapped villagers;

WHEREAS, classes in all levels in the city were suspended since the affected residents have been brought to the Olongapo City National High School and other schools which had been turned into evacuation centers;

WHEREAS, on account of the destruction, the Honorable City Mayor James Gordon, Jr., pursuant to Section 6(a) of the Rules and Regulations Implementing Republic Act No. 8185, the law which amended Section 324(d) of Republic Act 7160, otherwise known as the “Local Government Code of 1991”, recommended the declaration of a State Of Calamity in Olongapo City so that rescue, relief and rehabilitation efforts may be undertaken with dispatch;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to declare as it hereby declares a State Of Calamity in Olongapo City in view of the flooding and destruction wrought by tropical depression “Labuyo” and enhanced by the southwest monsoon.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to direct all departments and offices of the City Government concerned to mobilize and channel all efforts and resources at their disposal and as allowed by circumstances to undertake rescue, relief and rehabilitation operations and efforts to mitigate further effects which the calamity may cause to life and property.
