RESOLUTION NO. 72
(Series of 2005)

A RESOLUTION COMMENDING OUTGOING COUNCILOR TEODORO D. DEL ROSARIO FOR HIS INVALUABLE CONTRIBUTIONS AS PUBLIC OFFICIAL
FOR THE PAST SEVEN (7) YEARS

WHEREAS, Councilor Teodoro D. Del Rosario bade farewell to the Olongapo City Sangguniang Panlungsod as he assumes an equally challenging position as Member of the Subic Bay Metropolitan Authority (SBMA) Board of Directors, representing the City of Olongapo;

WHEREAS, Kagawad Ted, as he is fondly called, chaired the Committees on Business, Livelihood, Tourism, Cooperatives and Transportation where he conceptualized and successfully implemented reforms that catalyzed the growth of the said sectors;

WHEREAS, as Chairman of the Committee on Business, Kagawad Ted pioneered the creation of the One Stop Business Center which aimed to facilitate the processing of permits and licenses based on a streamlined procedural flow, which encouraged the influx of new businesses in the City;

WHEREAS, the formation and success of several cooperatives like the United Sari-Sari Store Owners Cooperative (USSO) designed to alleviate poverty amongst its members is the direct result of his dedication to service and drive for excellence where he earned numerous distinctions;

WHEREAS, his career path was enriched by a robust experience in public service and administration which jumpstarted when he was still an Executive Assistant to the then SBMA Chairman now Senator-elect, Honorable Richard J. Gordon. His capability in handling and managing potential investors, earned him the trust to work with pioneer companies at the freeport zone. After his term, he served as an Administrative Officer, rose from the ranks, until he garnered the managerial position of a number of companies such as Veloci Motors Philippines, Inc., Branded Warehouse and Initiative Development Incorporated. He was also appointed as Director of the Subic Bay Provident Fund Incorporated;

WHEREAS, his leadership and managerial capacities earned him a place on the Gordon Electoral Ticket, where he placed as the youngest councilor during the 1998 elections. These wove the aspects of his life as a political leader;

WHEREAS, he was appointed as Co-chairman of the Small and Medium Enterprises Development Council (SMED-C) of Olongapo wherein he took part in the yearly Business Conference and the establishment of dialogues between the business sector and other institutions. Aside from the conduct of local trade fairs, he encouraged the Olongapo constituents to do benchmarking missions to regional and national trade fairs, provided livelihood training programs and entrepreneurship development endeavors to awaken the entrepreneurial spirit of the Olongapeños;

WHEREAS, he co-chaired the Local Price Coordinating Council that protects the rights of the consuming public;

WHEREAS, as City Fiesta 2004-2005 Chairman, he looked beyond the traditional and as such Olongapo City seized the exciting moment when the City claimed its title as the Mardi Gras capital of the country with its various bustling entertainment activities;

WHEREAS, juggling several roles and responsibilities as Philippine National Red Cross (PNRC) Olongapo City Chapter Director, Tourism Council Director, Boy Scouts 2nd Vice-President, a Church deacon, a son, a father and a husband, “Ted” realized that life’s rewards as well as complexities can be courageously and victoriously faced through an unwavering faith in God;

WHEREAS, his absence at the Sangguniang Panlungsod and presence at the SBMA Board will open doors and brimming opportunities for the Olongapeños as their duly constituted voice represents their cause to the said board;

WHEREAS, for this political curtain call, Olongapo City applauds the man who contributed immensely to the competence and business health of the City and commends their “kuya” who remained as a friend to everyone. His winsome disposition will be missed by the Sangguniang Panlungsod Members and staff whom he blest by his presence;


NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends Outgoing Councilor Teodoro D. Del Rosario for his invaluable contributions as public official for the past seven (7) years.

Let a copy of this Resolution be furnished Hon. Teodoro D. Del Rosario for his information and record.
