RESOLUTION NO. 159
(Series of 2005)

A RESOLUTION CONFERRING TO HONORABLE RICHARD J. GORDON, SENATOR, REPUBLIC OF THE PHILIPPINES, THE HONOR AND DISTINCTION OF OUTSTANDING VOLUNTEER, AND CONGRATULATING HIM AS ONE OF THE NEWLY ELECTED MEMBERS OF THE GOVERNING BOARD OF THE INTERNATIONAL RED CROSS, RED CRESCENT MOVEMENT IN SEOUL, SOUTH KOREA


WHEREAS, Senator Richard J. Gordon, whose legacy cannot be denied in spearheading the idea and establishment of the Subic Bay Freeport has undoubtedly carried on the spirit of volunteerism in his heart and soul;

WHEREAS, through a vision-driven leadership, Richard Gordon inspired an initial of eight thousand volunteers and blazed their passions to turn the former US Naval Base into a bustling, developed and prosperous tourism and economic enclave, out from the devastations of Mt. Pinatubo eruption;

WHEREAS, the volunteers shared and owned the vision with him, which ultimately gave these patriots the firm resolve to protect and preserve the former U.S. facility and offered it as their heritage to the generation next;

WHEREAS, Richard Gordon’s caliber of volunteerism complemented and spurred the incredible sacrifices of both young and old, men and women alike, which led to the opening of 70,000 jobs from over 300 local and foreign investors that pumped over

US$3 billion into the economy. Such volunteer movement now comes as a centerpiece where cities and countries can learn and derive the impetus of propelling sources of livelihood and economic upliftment;

WHEREAS, with enthusiasm, Richard J. Gordon responded to the needs of his fellowmen with a keen sense of urgency, unprejudiced by status, race nor time;

WHEREAS, he equally honored the nation through volunteer acts of mercy and compassion, mitigated measures, coordinated fast relief operations and curtailed the further sufferings of the victims, in many calamity-stricken areas in the country as a Red Cross volunteer;

WHEREAS, in recent global catastrophes like the tsunami in East Asia, earthquake in South Asia and hurricane Katrina in the U.S.A., the Philippines, small and struggling as it is, failed not to act on the pressing needs of its neighbors, as it actively took part as a donor country and offered relief operations to the said countries. Richard Gordon, through the Philippine National Red Cross, took pains and was greatly instrumental in organizing and providing the said relief assistance;

WHEREAS, for this, international communities recognized the goodwill and participation of the Philippine National Red Cross as it impacts the world in the arena of compassion and alleviation of human suffering;

WHEREAS, this endeavor will not be possible without Richard Gordon’s indefatigable commitment and leadership, which earned the trust and confidence of the International Federation of Red Cross and Red Crescent Movement to elect him into the IFRC Governing Board;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to confer, as it hereby confers to Honorable Richard J. Gordon, Senator, Republic of the Philippines, the honor and distinction of Outstanding Volunteer, and congratulating him as one of the newly elected members of the Governing Board of the International Red Cross, Red Crescent Movement in Seoul, South Korea.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this Resolution be presented on November 24, 2005, on the occasion of Volunteers Day at the Subic Bay Freeport Zone, Olongapo City, Philippines.

Let a copy of this Resolution be furnished Honorable Richard J. Gordon, Senator, Republic of the Philippines, for his information and record.
