RESOLUTION NO. 05

A RESOLUTION COMMENDING THE SWIFT RESPONSE AND EXCELLENT EFFORTS OF THE MILITARY AND CIVILIAN GROUPS,
GOVERNMENT EMPLOYEES AND NGOs THAT
SIGNIFICANTLY CONTROLLED THE FIRE
AND STAMPEDE DURING THE
DECEMBER 30, 2005
FIESTA GRAND PARADE
WHEREAS, a fire broke in the mid of the City Fiesta Parade last December 30, 2005 at the 21st Street, East Bajac Bajac beside the Olongapo City Public Market;
WHEREAS, people in the area, vendors, buyers and spectators were stunned by the massive fire and explosions caused by the collision of fire crackers that reached the Mansion Bakeshop and several stalls. This led to a stampede and caused injuries to many;
WHEREAS, such disaster called for the brave and fearless people who immediately responded and exerted their full efforts to control the fire and stampede. It is worthy to name the following military, civilian groups, government employees and offices and NGOs who defied danger and whole-heartedly rushed to the said emergency to save lives and properties, to wit:
1. The Philippine Army Reservists Contingent led by Lt. William Dulay;
2. The City Hall Civilian Security and Safety Officers, the Rescue Team and
Disaster Management Office headed by Mr. Angelito Layug;
3. The Bureau of Fire Protection headed by Fire Chief Gary Alto;
4. The City Mayor’s Office;

5. The PNP – Olongapo City Police Office headed by Col. Flor Buentipo;
6. The SBMA Fire Protection Office and SBMA Police;
7. The Public Utilities Department headed by Engr. Louie Lopez;
8. The Environmental Sanitation and Management Office headed by
Mr. Dante Ramos;
9. The Traffic Management Board (TMB) headed by Mr. Jose Ramos and
Mr. Fermin Elago, Jr.;
10. The City Engineer’s Office headed by Engr. Narciso Martinez;
11. The City Health Department headed by Dr. Pacita Alcantara;
12. The James L. Gordon Memorial Hospital headed by Dr. Arturo Mendoza and
Mr. Ferdie Magrata;
13. The Officials and Staff of Barangay East Bajac-Bajac headed by Brgy. Capt.
Luis Grospe;
14. The Philippine National Red Cross – Olongapo City Chapter;
15. The Department of Public Works and Highways headed by Engr. Ed Ramos;
16. The City Social Welfare and Development Office;
17. The City Council Members;
18. The Olongapo City Public Public Market headed by Mr. Ireneo Cornelio; and
19. Ulo ng Apo Amateur Radio, Inc. (DX3-UNA)
And all other people whose name were not written herein but together with the rest had responded to such call of need, unmindful of the perils of the fire and made themselves available for service;
NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends the swift response and excellent efforts of the military and civilian groups, government employees and NGOs that significantly controlled the fire and stampede during the December 30, 2005 Fiesta Grand Parade.
Let a copy of this Resolution be furnished the above offices for their information and record.
