A RESOLUTION CONDEMNING THE ACTS OF REPRESENTATIVE MILAGROS MAGSAYSAY, FOR BEING TANTAMOUNT TO CONDUCT UNBECOMING OF A CONGRESSPERSON, AND ENJOINING THE HOUSE OF REPRESENTATIVES, THROUGH ITS ETHICS COMMITTEE, TO CONDUCT A FORMAL INVESTIGATION ON THE PARTICULAR ACTS OF THE SAID MEMBER OF THE HOUSE OF REPRESENTATIVES
WHEREAS, the Olongapo City Government has painstakingly exerted efforts to maintain peace and order over its territorial jurisdiction;
WHEREAS, the Philippine National Police and the Olongapo City Government have been partners and acted in concert to reduce crime rate and enjoy resident-confidence among its constituents;
WHEREAS, the aforementioned arms of government condemn any act or acts tending to abet or condoning criminal activities in its locality and are staunch advocates of good governance, truth, justice, fair play and respect for dignity of each and every citizen;
WHEREAS, it was found out that an alleged drug pusher en route to the province of Zambales has been apprehended and is detained at the Barretto Police Station;
WHEREAS, it has been established that Rep. Milagros Magsaysay suddenly barged into the Barretto Police Station, where the said drug pusher is being detained, last 18 February 2006 hurling clearly unfounded and baseless accusations, invectives and

conjectures against ranking police officers at the said station including the Olongapo City Police Director; Rep. M. Magsaysay threatened that the said police officers will answer to the Regional Director-PNP The Member of the House of Representative finally resorted to political blackmailing by threatening to block/reduce the Philippine National Police Budget during congressional budget deliberations, for the said police officers assigned in Olongapo to earn the ire of the Chief PNP Arturo Lomibao;
WHEREAS, said congress personality further foments and condones the act of her staff, Weng Quejada, who committed a crime of willfully, intentionally and feloniously opening the gates of the jail at the Barretto Police Station;
NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo co-sponsored by Councilors Bella P. Asuncion, Marey Beth D. Marzan, Angelina B. Andrada, Brian Patrick H. Gordon, Anselmo A. Aquino, Edwin J. Piano, Gina G. Perez, Napoleon F. Capistrano and Robine Rose C. Buenafe with the majority decision of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled condemns, as it hereby condemns the acts of Representative Milagros Magsaysay, for being tantamount to conduct unbecoming of a congressperson, and enjoining the House of Representatives, through its Ethics Committee, to conduct a formal investigation on the aforementioned acts of the said Member of the House of Representatives.
RESOLVED, FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of the Special Report during the visit of Congresswoman Magsaysay at Station 6 on February 18, 2006 as well as the joint affidavit of SPO3 Regino B. del Rosario and PO2 Carlito M. Ballon, Jr. be made as integral parts of this Resolution.
Let copies of this Resolution be furnished to the President of the Philippines, House of Representatives, Department of Interior and Local Government, Philippine National Police for their immediate action, information and guidance.
