A RESOLUTION DENOUNCING THE HIGH-HANDED AND SUPERCILIOUS ACTS OF THE CRIMINAL INVESTIGATION AND DETECTION GROUP (CIDG) OPERATING IN THE CITY OF OLONGAPO HEADED BY THEN P/SUPT RICHIE MEDARDO POSADAS

WHEREAS, the Criminal Investigation and Detection Group (CIDG), as a component unit of the Philippine National Police, operates in the City of Olongapo with its headquarters located at the beach front of Barangay Barretto, Olongapo City;

WHEREAS, it is a fact that since his assumption as Head of the Local CIDG Office on January 2007, P/Supt. Richie Medardo Posadas has broken protocol and never accorded the traditional courtesy call to City Mayor James Gordon, Jr. nor did he contact the local chief executive regarding mutual cooperation between the two (2) entities;

WHEREAS, there were instances when operatives of CIDG, under P/Supt Posadas, have conducted raids in various business establishments in the city disguised as anti-prostitution operations;

WHEREAS, after their operations, these CIDG operatives published their activities in the newspapers without due regard to the rights of the accused;

WHEREAS, the City Social Welfare and Development Office, which conducted the social case study on the alleged “minors rescued” by the CIDG operatives in one of their raids, had officially certified that the subject women were no longer of minor ages based on documents presented and that they are employed by the concerned establishment on a regular basis;


WHEREAS, the attached documents, investigation report and pictures show that the operations of these CIDG operatives were acts of instigation as against legitimate entrapment operations;

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of the Sanggguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, denounce, as it hereby denounces the aforementioned acts of some CIDG operatives in Olongapo City headed by the then P/Supt. Richie Medardo Posadas.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the Members of the Sangguniang Panlungsod request, as it is hereby requests P/Director Edgardo M. Doromal, Chief of the Criminal Investigation and Detection Group (CIDG) for the immediate relief and/or transfer of P/Supt. Posadas as Head of the Local CIDG in Olongapo City;

RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that a copy of this Resolution be furnished the Office of P/Director General Oscar C. Calderon, Chief of the Philippine National Police.
