A RESOLUTION APPROVING THE UNIFIED LAND INFORMATION SYSTEM PROJECT DESIGN DOCUMENT AND THE CITY’S COUNTER FUND AND ENDORSING TO THE INNOVATION SUPPORT FUND (ISF) FOR FINAL APPROVAL OF THE SAID PROJECT DESIGN DOCUMENT

WHEREAS, Olongapo City has been awarded as a pioneer Local Government Unit (LGU) of the Innovations Support Fund (ISF) the purpose of which is to establish a mechanism to encourage local government unit to initiate, implement and institutionalize focused interventions and processes of Land Administration Management (LAM) reform and improvement of LAM service;

WHEREAS, as part of the grant, a unified Land Information System (ULIS) was conceptualized to improved LAM service delivery thereby supporting effective urban planning and sustainable socio-economic development in the City of Olongapo;

WHEREAS, one of the purposes of ULIS IS TO DEVELOP A UNIFIED DIGITAL LAM information system that will revitalize the mass land titling program, strength tenure security, reduce the time and cost of LAM transactions, increase revenues and establish a single land mapping and information system for the whole Olongapo City through the combined efforts of the City Register of Deed, CENRO, PENRO, DENR Regional Office, the City Government of Olongapo and other stakeholders;

WHEREAS, a Project Design Document (PDD) was prepared which embodies the project goal, purpose, objective and output that will serve as a guide I implementing the project;


WHEREAS, the total project cost will amount to Php24.75M, Php10.75M will be funded by AusAID thru ISF and Php14.0M will be the city’s counterpart fund for two years P7.0M in 2007 and 2008;

WHEREAS, as part of sustainability mechanism, the PDD and the required counterpart fund for 2007 and 2008 needs to be officially approved by the city;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano and with the unanimous accord of the members present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the Unified Land Information System Project Design Document and the City’s Counter Fund and Endorsing to the Innovation Support Fund (ISF) for Final Approval of the said Project Design Document.

RESOLVED FURTHER AS IT IS HEREBY FURTHER RESOLVED, that the ULIS design Document is hereby endorsed to the Innovation Support Fund for final approval.
