A RESOLUTION ELECTING THECHAIRMEN, VICE-CHAIRMEN AND MEMBERS OF THE 2016-2019 STANDING COMMITTEES ANDSPECIAL COMMITTEE

WHEREAS, the assumption of newly elected Vice Mayor and City Councilors into office on July 1, 2016 required the conduct of election of all the standing committees and special committee in furtherance of the vision of the present local administration of good governance and transparency;

            WHEREAS, on July 25, 2016, the election of standing committees and special committee was conducted where certain committees were merged, separated and created new committees and one (1) special committee;

            NOW THEREFORE, on motion of City Councilor Noel Y. Atienza, with the  unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION AUTHORIZING THE HON. CITY MAYOR ROLEN C. WHEREAS, as per Bangko Sentral ng Pilipinas, the city securing a loan has to execute a waiver-letter which authorizes the examination of its account under the legally outlined and legitimately enforced official orders or directives in compliance with BSP Circular No. 769, series of 2012;

WHEREAS, the city is duty bound to comply with the said Bangko Sentral ng Pilipinas requirement which is reflective of the tenets of accountability and transparency, which the city advocates, in relation to the loan agreement for the Sanitary Landfill Program with the Development Bank of the Philippines in the amount of Php238,806,000.00;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord  of the Members of the Sangguniang Panlungsod present:

A RESOLUTION AUTHORIZING THE CITY MAYOR,  HONORABLE ROLEN C. PAULINO TO ENTER INTO AND SIGN THE MEMORANDUM OF AGREEMENT WITH THE NATIONAL HOUSING AUTHORITY UNDER ITS RESETTLEMENT ASSISTANCE PROGRAM FOR LOCAL GOVERNMENT UNITS (RAP-LGU), REPRESENTED BY ITS GENERAL MANAGER, ATTY. CHITO M. CRUZ, FOR THE CONSTRUCTION OF HOUSING UNITS FOR THE PROPOSED PROJECT FOR INFORMAL SETTLERS  (ISFs) AND HAZARD-PRONE RESETTLEMENT AREA (HPRAs) FAMILIES

WHEREAS, pursuant to Republic Act 7160, the Local Government Code of the Philippines and the Urban Development Housing Act of 1992, local government units are mandated to take the principal role in the provision of housing services to its constituents;

WHEREAS,  by virtue of Republic Act 7279  with the Urban Development and Housing  Act (UDHA) of 1992, NHA is tasked to assist in the development of resettlement sites by LGUs under its Resettlement Assistance Program. This is implemented as a  joint undertaking between the LGU and NHA. The LGU's primary contribution is land while the NHA provides funds to cover cost of land development. LGUs recover project cost from beneficiaries and utilize proceeds exclusively for project maintenance or to acquire and/or develop new resettlement sites;

WHEREAS, the City expressed interest in availing the housing assistance from the National Housing Authority (NHA) under the Resettlement Assistance Program to the Local Government Unit (RAP-LGU) for the construction of housing units in the proposed resettlement project of the City Government of Olongapo located in Iram Resettlement Site, New Cabalan, a 100 - hectare property owned by Olongapo City covered by Presidential Proclamation No. 906 and Deed of Transfer  and Acceptance from Mt. Pinatubo Commission to the City of Olongapo;

WHEREAS, the proposed resettlement project covers the construction of  housing units at  the Iram site property of the City Government that will generate some  lots/units for the informal settlers  (ISFs) and hazard-prone resettlement area (HPRAs) families  living in danger areas in the City of Olongapo, Province of Zambales;

WHEREAS, it is deemed that the Memorandum of Agreement  with the National Housing Authority be entered into and signed to pave way for the realization of the said program;

NOW, THEREFORE,  with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED,  AS IT IS HEREBY RESOLVED,  by the  Sangguniang Panlungsod in session assembled to  authorize, as it hereby authorizes the City Mayor,  Honorable Rolen C. Paulino to enter into and sign the Memorandum of Agreement with the National Housing Authority under its Resettlement Assistance Program for Local Government Units (RAP-LGU), represented by its General Manager, Atty. A RESOLUTION CONFIRMING THE APPOINTMENT OF ATTY. ANNA MARIN F. SISON AS CITY GOVERNMENT DEPARTMENT HEAD II - CITY LEGAL OFFICER SG-26 (CO-TERMINUS) SUBJECT TO PERTINENT LAWS AND REGULATIONS

WHEREAS, the City Mayor has appointed Atty. Anna Marin F. Sison as City Government Department Head II - City Legal Officer (Co-terminus) pursuant to Civil Service Laws, Rules, and Regulation;

WHEREAS, Section 454 (d) of RA 7160, otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all members of the Sangguniang Panlungsod.

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano co-sponsored by City Councilor Eyrma Yvette Marzan-Estrella,  with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to confirm, as it hereby confirms, the appointment of Atty. Anna Marin F. Sison as City Government Department Head II - City Legal Officer SG-26 (Co-terminus) subject to pertinent laws and regulations.

RESOLVED FURTHER, AS IT HEREBY FURTHER RESOLVED,  that copy of this Resolution be furnished to Atty. Anna Marin F. Sison and the Civil Service Commission thru the Personnel Office of the City of Olongapo for their information and reference.

A RESOLUTION COMMENDING AND CONGRATULATING MS. MEGAN LYNNE YOUNG FOR WINNING THE TITLE IN THE PRESTIGIOUS SEARCH FOR

MISS WORLD 2013

WHEREAS, Ms. Megan Young started her stint in the beauty pageant arena in Olongapo City through the Miss SUBAC (Subic Bay Arts Center) in 2002, where she emerged as one of the finalists prior to her venture to the bigger, more prestigious beauty pageants;

WHEREAS, Ms. Megan Lynne Young, the reigning Miss World-Philippines 2013, represented the country in the Miss World 2013, one of the oldest and prestigious beauty pageants in the world  since 1951;

WHEREAS, Ms. Megan Young was crowned as the Miss World 2013 last September 26, 2013 in Bali, Indonesia, where she bested other 127 beautiful candidates from all over the world, and becomes the first ever Filipina to take home the most coveted title;

WHEREAS, Ms. Young, with her grace and confidence  consistently became one of the top candidates in the pageant where she also received the Top Model Award;

WHEREAS, Ms. Young, capped her victory with her uplifting response in the Pageant’s Question and Answer portion, proving once more that Filipinas are well-rounded individuals beauty, grace and intelligence;

WHEREAS, the City Government of Olongapo commends and congratulates Ms. Megan Lynn Young for winning the Miss World 2013 title, bringing honor and prestige to Olongapo City and the Philippines;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends, and congratulating Ms. Megan Lynne Young for winning the title in the prestigious search for Miss World 2013.

A RESOLUTION RECOGNIZING MS. CHERIDEL P. ALEJANDRINO KNOWN

AS “THE ELEVATOR GIRL” FOR HER DEDICATION TO WORK AND

POSITIVE ATTITUDE

  

WHEREAS, Cheridel P. Alejandrino, a resident of Barangay Gordon Heights, this city  who worked as a break-time reliever of the rest room and elevator attendants at SM-Olongapo gained prominence in the internet as the jolly and dedicated elevator attendant of SM-Olongapo;

WHEREAS, even with her low level position in the company, she has shown positive attitude and dedication to work that’s worth emulating as she takes pride in what she is doing,  her enthusiasm and jolliness bringing joy and happiness  to the customers and appreciating her effort to give maximum customer service;

           

WHEREAS, Cheridel’s instant fame helped the City Tourism by making the Olongapeños be known for its positivism and dedication  in person with tourists never failing to see Cheridel in person, the epitome of positivity and dedication, becoming a star in her own right;

NOW, THEREFORE,  on motion of  City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to recognize, as it hereby recognizes Ms. Cheridel P. Alejandrino known as the “Elevator Girl” for her dedication to work and positive attitude.
