RESOLUTION NO. 145

A RESOLUTION STRONGLY REITERATING TO THE FREEPORT SERVICES CORPORATION (FSC) BOARD THAT THE FSC’S NITE BAZAAR ADVERSELY AFFECTS THE ECONOMIC VIABILITY OF BUSINESSES IN OLONGAPO CITY
WHEREAS, the Subic Bay Metropolitan Authority (SBMA) officials push intensive market-driven promotion strategies to sell Subic as a premier tourist destination, focusing on its natural attractions, forest trails and theme parks to add on to the spawning investments in the Freeport brought by multinational companies;
WHEREAS, as the most proximate stakeholder, keeper and protector of the legacy that made SBMA, the world-class Freeport that it is, Olongapo, amongst its neighboring communities, was not only a loyal and enduring partner in this thrust but had equally and jointly hurdled with SBMA the acid tests of its timeline;
WHEREAS, however, it can be recalled that the City bore the brunt of the past administration in deviating from the original zoning master plan of the Freeport by allowing the proliferation of pawnshops, eateries, beauty parlors as well as “tiangges”, and other ventures uncalled for inside the Freeport and within the central business area that are posing unfair competition to the local businesses of Olongapo City that are subject to regular taxes and other mandatory business permit requirements. The City, then, had to weather the turbulence of such market battle;
WHEREAS, the City is perturbed if it will suffer again from the trade festivals they organized that allowed merchandisers from Metro Manila and other places not contiguous to the Freeport Zone to compete directly with local businesses that our entrepreneurs will have to gamble to a seeming bleak economic environment;
WHEREAS, it can be construed now that coordinated efforts in devising a coherent management plan that will benefit the SBMA and the City on this regard had been miserably reneged. For this, the City expresses that this matter be given utmost consideration by the new leadership helm of SBMA and reiterates its position that the Nite Market/Bazaar poses adverse effects in the economies of the City and its neighbors;
WHEREAS, explicitly put, the Local Government Code so provides that national agencies and offices with project implementation functions shall coordinate with one another, and as such shall coordinate with the local government units concerned in the discharge of such duties;
NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to strongly reiterate, as it hereby strongly reiterates to the Freeport Services Corporation (FSC) Board that the FSC’s Nite Bazaar adversely affects the economic viability of businesses in Olongapo City.
RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished Her Excellency President Gloria Macapagal – Arroyo, Hon. Feliciano Salonga, Chairman, Hon. Armand Arreza, Administrator, Subic Bay Metropolitan Authority (SBMA), Freeport Services Corporation (FSC) Board and the SBMA Board of Directors for their information and action.
