A RESOLUTION CONVEYING THE CITY’S PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF ANAKPAWIS REPRESENTATIVE CRISPIN B. BELTRAN
WHEREAS, Anakpawis Representative Crispin Beltran passed away after succumbing from sever head injuries on May 20, 2008 at the age of 75;
WHEREAS, Beltran led the country’s labor federation, the Kilusang Mayo Uno (KMU) and was known as a sharp critic of the present administration as well as a dedicated freedom fighter;
WHEREAS, inside the halls of Congress, Beltran gathered the widest legislative support for issues affecting the plight of the labor sector, strengthened and intensified campaign against the oil cartel and wage increase. He served as one of the resounding consciences of the Lower House;
WHEREAS, outside its halls, Ka Bel was not only the voice but the one who worked ties with labor leaders and alliances of small businessmen so that their well-being can be raised to the attention of the National Government for immediate solutions, believing that they represent the myriad of Filipinos bent-double of the crisis;
WHEREAS, according to his colleagues, Beltran died before he could join other lawmakers this Tuesday in filing a bill to remove taxes on power generation and distribution in order to lower electricity rates;
WHEREAS, he had earlier filed a bill to legislate a wage increase and another to implement a “genuine agrarian reform program” that would give free land to tenants and farm workers. The bills have not yet been passed into laws;
WHEREAS, a person who loved the simplicity of life, the poorest among the congressmen who ultimately knew the very pulse of the “Masang Pilipino,” Beltran was dauntlessly commendable for fighting for their cause;
NOW, THEREFORE, on motion of Councilor John Carlos G. Delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to convey as it hereby conveys the City’s profound sympathies and condolences to the bereaved family of Anakpawis Representative Crispin B. Beltran
