A RESOLUTION OF STRONGLY SUPPORTING AND ENDORSING TO THE OFFICE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES THE APPOINTMENT OF ANNE MARIE C. GORDON AS OLONGAPO CITY’S REPRESENTATIVE DIRECTOR IN THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) BOARD OF DIRECTORS

WHEREAS, history attests to the fact that SBMA was created through the efforts of Ologapenos led by then SBMA Chairman Richard J. Gordon who volunteered in the preservation, and facilitated the development of SBMA as a premier international investment, tourism and logistics hub;

WHEREAS, Section 13 ( c ) (1) of Republic Act No. 7227 (RA 7227) otherwise known as the Bases Conservation and Development Act of 1992 provides that local governments concurring in the creation of Subic Bay Freeport Zone, such as Olongapo City, shall have a representative in the Subic Bay Metropolitan Authority (SBMA) Board of Directors;

WHEREAS, both provisions of RA 7227 and Republic Act No. 7160 or the Local Government Code of 1991 mandate that the local government of Olongapo City should be consulted on matters vitally affecting its communities to enhance complementation and not predatory competition, among the investors of SBMA and the Olongapo City small and medium scale entrepreneurs and major local businesses;

WHEREAS, there is a need to ensure corporate social responsibility on the part of SBMA, a need to sustain partnerships with SBMA in prospective public service initiatives, and a need to preserve and safe keep artifacts which illumine Olongapo City’s history and heritage, and an imperative to give a strong voice to the people of Olongapo’s sentiments and aspirations as the lead founder of SBMA.

WHEREAS, there is a need for strong representation for Olongapo City in the SBMA Board of Directors to ensure that its legitimate interests are protected and that the welfare of the local community is safeguarded;

WHEREAS, Anne Marie C. Gordon has been a public servant of Olongapo City in various capacities, as a private individual, a member of social service and civic organizations, as a project head of public service projects and as a partner in progress during her stint as a leader in the Olongapo-Zambales community.

WHEREAS, Ms. Gordon possesses the necessary academic competencies required to effectively serve as Director of the SBMA Board, viz: (a) She is academically accomplished graduating on top of her class at the St. Theresa’s College, and a consistent Dean’s Lister en route to earning a degree in Business Management; and (b) She holds a Masters in Business Administration from the Dela Salle University;

WHEREAS, she is versed in local cultural, social and economic conditions and concerns having served locally based international socio-civic organizations such as the Soroptimst International and Soroptimist International, Girl Scouts of the Philippines (GSP);

WHEREAS, Anne Marie C. Gordon has the indispensable acumen in international diplomacy and foreign relations emanating from her experience as the Deputy Team Leader at the Embassy of the United States of America Immigrant Visa Section and an Investigator therein at the Anti-Fraud Section, a Consultant to the Orthika International Ltd. of Tokyo, Japan and as an Assistant Administrator with the United States of America The Scrips Research Institute of La Jolla, California and as by her being a recipient of various Meritorious Award Honor Ambassador’s Awards;

WHEREAS, Anne Marie C. Gordon has a proven track record in public service in the Olongapo City-Zambales area, undergoing extensive training in legislation and fiscal management processes, serving as project manager of various public service initiatives in Olongapo City and eventually as the Vice Governor in the Province of Zambales, with her unparalleled stint recognized and honored with the Outstanding Service Award given by the Provincial Government of Zambales and the Outstanding Service Award as Regional Director for Region III by the League of Vice Governors of the Philippines;

WHEREAS, Anne Marie C, Gordon is evidently attuned to local conditions and needs in the Olongapo City-Zambales area, is academically competent, and most importantly, possesses the indispensable experience in managing business and investment related matters, and is versed in international relations and diplomacy;

WHEREAS, Anne Marie C. Gordon receives strong support from the widest spectrum of sectors in the local community all of whom are informally and formally lobbying for her and petitioning that She be the one appointed to represent the best interests of the City of Olongapo;

WHEREAS, Anne Marie C. Gordon, is a widely respected leader in the local, provincial, and regional community and known to be the person of unquestionable ethics, morality and probity;

NOW THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the majority decision of the Members of the Sangguniang Panglungsod present,

RESOLVED AS IT HEREBY RESOLVED, by the Members of the Sangguniang Panglungsod in session assembled to strongly support, as it hereby strongly supports and indorses to the Office of the President of the Republic of the Philippines the Appointment of Anne Marie C. Gordon as Olongapo City’s Representative Director in the Subic Bay Metropolitan Authority (SBMA) Board of Directors.
