ABSENT:

WHEREAS, Olongapo City was reconverted to a chartered city on June 1, 1996 and since then has administered itself autonomously from Zambales province;
WHEREAS, Olongapo City became a highly urbanized city enduring all natural and man-made disasters such as the withdrawal of the U.S Naval Facility and volcanic cataclysm of Mt. Pinatubo;
WHEREAS, these struggles and triumphs are important to be remembered by Olongapeños who fought hard, volunteered, and thrived to be victorious in these historical circumstances.
WHEREAS, hymns are patrioric symbols that embody our history, struggles, trials, and triumphs that give inspiration to people and sense of belongingness to one’s land;
NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan- Estrella, with the unanimous accord of the Members of the Sanggnuniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in Session assembled, to enact the following Ordinance:
ORDINANCE NO. 07

AN ORDINANCE ADOPTING THE “HIMNO NG OLONGAPO” AS THE OFFICIAL HYMN OF OLONGAPO CITY
SECTION 1. The Official hymn of Olongapo City is entitled “Himno ng Olongapo”
SECTION 2. The Himno ng Olongapo shall always be sung in the original language in which it was composed. The following shall be the lyrics of the Himno ng Olongapo.

Sa Perlas ng Silangan
Bayani ang mamamayan
Malasakit sa bayan sa puso’y nagnunulay
Ipinagbubunyi Olongapo aming bayan
Kapwa tao at bolunterismo
Lungsod na makulay Maykapal laging gabay
Sama sama bawat oras tungo sa pag-unlad
Olongapo ang bayan ika’y aming katulad
Kapwa tao at bolunterismo
Lungsod na makulay Maykapal laging gabay
Sama sama bawat oras tungo sa pag-unlad
Olongapo ang bayan ika’y aming tanglaw
SECTION 3. The rendition of the Himno ng Olongapo, whether played or sung, shall be in accordance with the musical arrangement and composition of Roland Fronda and Allan Maroda. No remix arrangements/versions or modification of the original version is allowed when it is sung during ceremonies and formal and official programs and gatherings. The Himno shall be performed within 80-84 MM (metronome marking) or BPM (beats per minute). However, the Himno may be performed in faster tempo as may be deemed appropriate but not to exceed more than 100 MM or BPM when sung during athletic gatherings or similar activity. Provided further that when the Himno is sung in a fast tempo, the prosody and syllabication of the lyrics as notated in the musical score is strictly preserved.
SECTION 4. When the Himno ng Olongapo is played in a public gathering, whether by a band or by singing or both, or reproduced by any means, the attending public shall sing the anthem. The singing must be done with fervor. As a sign of respect, all persons shall stand at attention and face the Olongapo City flag (if there is one displayed); and if there is none, they shall face the band or the conductor.
SECTION 5. REGULATORY PROVISION
1. The official Olongapo City Hymn shall be disseminated to all barangays of this City, national government offices and agencies, departments and agencies under the local government unit, accredited non-government organizations, public and private schools, local radio stations and the public in general.
2. The hymn shall be played after the Panunumpa ng Katapatan sa Watawat ng Pilipinas or the Phil. National Anthem un the absence of the former.
3. The hymn shall be played or sung in all government functions, gatherings, or special occasions.
4. Private schools and organizations with non-government functions, during their gatherings within the City, are also encouraged to play or sing the hymn.
5. As the Olongapo City Hymn is played or sung, everyone in attendance shall be required to stand as a gesture of respect.
