A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO SIGN AND ENTER INTO A MEMORANDUM AGREEMENT (MOA) WITH THE STA. CECILIA MEDICAL CENTER FOR A REFERRAL SYSTEM WITH THE JAMES L. GORDON MEMORIAL HOSPITAL, IN A MANNER CONSISTENT WITH LAW
WHEREAS, the James L. Gordon Memorial Hospital (JLGMH) is the most equipped level 4, tertiary training hospital in the Olongapo City-Zambales area in terms of medical services and facilities, and has become among the most in-demand medical facilities in the Central Luzon area with an estimated volume of surgical procedures of three thousand five hundred (3,500) operations annually, and the conduct of an estimated ten to twelve (10-12) daily operations involving elective and emergency surgical procedures;
WHEREAS, given its standing as a level 2 hospital, the Sta. Cecilia Medical Center of Iba, Zambales has been in the practice of referring patients which their hospital could not accommodate to the JLGMH which has been assisting it in providing the necessary services demanded by the Olongapo City-Zambales communities;
WHEREAS, the department of health issued a directive to the effect that there is a need for the Sta. Cecilia Medical Center of Iba, Zambales to enter into a Memorandum of Agreement with a tertiary hospital, such as the JLGMH with whom it has had a previous tie-ups , to ensure that patients not accommodated could be promptly referred to another hospital with a formal referral set-up with it;
WHEREAS, among the formal requirements for the renewal of the accreditation of Sta. Cecilia Medical Center of Iba, Zambales is the submission of a memorandum of agreement with a tertiary hospital – and thus it has requested JLGMH to grace its request on formalizing its existing referral system with said medical facility;
NOW, THEREFORE, on motion of City Councilor Edna Elane, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to sign and enter into a memorandum of Agreement (MOA) with the Sta. Cecilia Medical Center for a referral system with the James L. Gordon Memorial Hospital, in a manner Consistent with Law.
