RESOLUTION NO. 67
(Series of 2012)

A RESOLUTION COMMENDING BARANGAY CHAIRMAN RAFALE SANTULAN, JR. AND THE BARANGAY COUNCIL OF WEST BAJAC-BAJAC, THIS CITY FOR THEIR SIGNIFICANT CONTRIBUTIONS AS PART OF THE CRISIS COMMITTEE, THAT LED TO THE ARREST OF THE SUSPECT IN THE HOSTAGE TAKING INCIDENT LAST APRIL 3, 2012 IN OLONGAPO CITY

WHEREAS, last April 3, 2012, the Olongapo Police Station 1 received a spot report regarding the hostage taking incident at Arthur Street, West Bajac-Bajac, Olongapo City involving Francisco Gonzales Mamolo, the hostage taker and the victim, a female minor;

WHEREAS, before the police response, eyewitnesses reported that Barangay Chairman Rafael Santulan, Jr. of West Bajac-Bajac was already there at the scene rendering initial negotiations with the suspect and coordinated with the police and higher authorities;

WHEREAS, it was through his initiative that the report was disseminated and was acted upon by Station 1 Commander, PSINSP Vicente L. Gabarda, secured the scene and informed higher authorities, together with the TEU Chief, PCINSP Cesar B. Cabling set up the initial negotiation with the suspect;

WHEREAS, the Office of the City Director was informed and together with DCDO and the Chief of CIB, immediately proceeded to the area for assessment and supervision. A crisis committee was immediately formed, where Barangay Captain Santulan, Jr. and members of the West Bajac-Bajac Barangay Council, were also part of, to effectively handle the situation;

WHEREAS, the SWAT Team led by PSUPT Luisito C. Bolivar was also deployed at the strategic location to assist the police secure the area;

WHEREAS, Captain Santulan, Jr. and his councilmen, were among those who braved the imminent harm and placed their lives at stake as they came nearer to the site. But after 10 hours, the negotiation failed and the Crisis Committee implemented the final option to take assault to rescue and save the victim’s young life;

WHEREAS, the display of remarkable courage and readiness in this life-threatening rescue operation was witnessed by many, much more documented and televised in the entire country;

WHEREAS, these dauntless acts, attest that Olongapo is a city where barangay leaders are primed to face the enormous challenges head on despite the perils of duty;

WHEREAS, such bravery indeed uplifts the morale of all Olongapeños and those who uphold the rights of women and children, wherever they may be, to be rooted up and growing committed to the call;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present; 

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungosd in session assembled, to commend, as it hereby commends, as it hereby commends Barangay Chairman Rafael Santulan, Jr. and the Barangay Council of West Bajac-Bajac, this City for his significant contributions as part of the Crisis Committee, that led to the arrest of the suspect in the hostage taking incident last April 3, 2012 in Olongapo City.
