RESOLUTION NO. 107
(Series of 2012)

A RESOLUTION CONGRATULATING AND COMMENDING MS. ALMA BULAWAN, FOR HAVING BEEN CHOSEN AS THE WINNER OF THE 2012 PRESTIGIOUS INTERNATIONAL WOMEN’S HUMAN RIGHTS ACTIVITIES AWARD (YAYORI AWARD)

WHEREAS, Olongapo is honored to have been notified that Ms. Alma Bulawan, has been chosen as the 2012 YAYORI AWARDEE for her meritorious performance in the implementation of Women’s Human Rights;

WHEREAS, the Yayori Award honours women who work at the grassroots level with socially marginalized peoples to create a 21st century fee from war and discrimination against women. Established in 2005, it recognizes those who best emulate the passion and courage of the late Yayori Matsui, a pioneer woman journalist and women’s rights activist in Japan;

WHEREAS, Ms. Bulawan is cited for her magnanimous support to the implementation of women’s human rights programs that revolve around women protection, poverty alleviation and other issues and challenges of the times;

WHEREAS, Ms. Alma Bulawan, who worked in “A Bars” outside the former Subic Naval Base, is a champion and role model for Filipinas in prostitution and sex industry who see a better life for them and their children. She is currently the President of Buklod Center, Olongapo, Philippines, which she helped start in 1987 as a drop-in center for women in prostitution and their mixed-race children gathered by US servicemen. She is a board member of CATW Asia Pacific and member of International Women’s Network against Militarism. In 2004, she ran as progressive candidate for the Olongapo City Council. That year Buklod convened the first Philippine National Conference for and by women in prostitution. In 2009, Soroptimist International of the Philippines Region awarded her the Unsung Women Heroes price;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to congratulate and commend, as it hereby congratulates and commends Ms. Alma Bulawan, for having been chosen as the winner of the 2012 Women’s Human Rights Activities Award (Yayori Award).
