A RESOLUTION CONGRATULATING MR. JOEMARIE P. ROSEL, TEACHER
OF BARRETTO NATIONAL HIGH SCHOOL AND MS. MARIEABEL LOMBOY, TEACHER OF TABACUHAN ELEMENTARY SCHOOL FOR PASSING THE ACCREDITATION FOR THE NATIONAL JUDGES COURSE FOR MEN’S ARTISTIC GYMNASTICS AND RHYTHMIC GYMNASTICS RESPECTIVELY

WHEREAS,     Mr. Joemarie Pido Rosel, a teacher of Barretto National High School for nine (9) years, together with Ms. Marieabel De Quintos Lomboy, a teacher of Tabacuhan Elementary School for five (5) years, both passed the accreditation for National Judges Course for Men’s Artistic Gymnastics  and Rhythmic Gymnastics respectively held in Pasig City last August 2013;

WHEREAS, gymnastics, usually thought of as an elite sport, is judged by a  competent and qualified panel, depending on certain criteria. The selection of judges, therefore, relies in the individual’s vast experience and skill in the field, as well as an accreditation given by the Gymnastics Association of the Philippines (GAP);

WHEREAS, the National Judges Course for Men’s Artistic Gymnastics conducted by the GAP included six different apparatus used in Men’s artistic gymnastics such as Floor, Vault, Ring, Parallel Bars, High Bars, Uneven bar and Pommel horse; while the Rhythmic Gymnastics included light apparatus such as Clubs, Ribbon, Hoop and Ball

WHEREAS, out of the one hundred people who took the rigorous exam, only nine (9) examinees passed the accreditation for the National Judges  Course;

WHEREAS, Mr. Rosel and Ms. Lomboy were included in the nine (9) successful examinees who passed the accreditation for the National Judges Course and are now entitled to be a judge in national gymnastics events in the Philippines;

 NOW, THEREFORE,  with the unanimous accord of the Members of the Sangguniang Panlunsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlunsod in session assembled, to congratulate, as it hereby congratulates Mr. Joemarie P. Rosel, teacher of Barretto National High School and Ms. Marieabel Lomboy, teacher of Tabacuhan Elementary School for passing the accreditation for the National Judges Course for Men’s Artistic Gymnastics and Rhythmic Gymnastics respectively.

A RESOLUTION COMMENDING AND CONGRATULATING MS. MEGAN LYNNE YOUNG FOR WINNING THE TITLE IN THE PRESTIGIOUS SEARCH FOR
MISS WORLD 2013

WHEREAS, Ms. Megan Young started her stint in the beauty pageant arena in Olongapo City through the Miss SUBAC (Subic Bay Arts Center) in 2002, where she emerged as one of the finalists prior to her venture to the bigger, more prestigious beauty pageants;

WHEREAS, Ms. Megan Lynne Young, the reigning Miss World-Philippines 2013, represented the country in the Miss World 2013, one of the oldest and prestigious beauty pageants in the world  since 1951;

WHEREAS, Ms. Megan Young was crowned as the Miss World 2013 last September 26, 2013 in Bali, Indonesia, where she bested other 127 beautiful candidates from all over the world, and becomes the first ever Filipina to take home the most coveted title;

WHEREAS, Ms. Young, with her grace and confidence  consistently became one of the top candidates in the pageant where she also received the Top Model Award;

WHEREAS, Ms. Young, capped her victory with her uplifting response in the Pageant’s Question and Answer portion, proving once more that Filipinas are well-rounded individuals beauty, grace and intelligence;

WHEREAS, the City Government of Olongapo commends and congratulates Ms. Megan Lynn Young for winning the Miss World 2013 title, bringing honor and prestige to Olongapo City and the Philippines;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends, and congratulating Ms. Megan Lynne Young for winning the title in the prestigious search for Miss World 2013.

A RESOLUTION CONGRATULATING MR. ANGELITO B. LAYUG FOR WINNING THE REGIONAL GAWAD KALASAG BEST DISASTER AND RISK REDUCTION MANAGEMENT (DRRM) OFFICER AWARD

WHEREAS, the Regional Disaster and Risk Reduction Management Council Region 3 recognized the notable achievement and conferred the Best DRRM Officer of Central Luzon, to the city’s very own Angelito B. Layug, in recognition of his exemplary leadership in advocating excellence in Disaster Risk Reduction and Management and Climate Change Adaptation;

WHEREAS, since the inception of the Olongapo Disaster Management Office and the Olongapo Fire-Search and Rescue, Mr. Layug stood at the forefront and led the team adopt a comprehensive Disaster Preparedness and Management blueprint which ushered the city to forge partnerships in various local, national and international entities towards a sustainable, effective and modern Disaster Responsive program;

WHEREAS, as a member of the Incident Command System National Cadre and national Management Team (NMT), Mr. Layug has made significant strides in helping the region subscribe to and apply the policies of the Incident Command System (ICS) by creating a model for its successful implementation in Olongapo City that can be replicated not only during disasters but also for other eventualities;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to congratulate, as it hereby congratulates Mr. Angelito B. LAyug for winning the Regional Gawad Kalasag Best Disaster and Risk Reduction Management (DRRM) Officer Award.

A RESOLUTION CONGRATULATING AND COMMENDING MS. ALMA BULAWAN, FOR HAVING BEEN CHOSEN AS THE WINNER OF THE 2012 PRESTIGIOUS INTERNATIONAL WOMEN’S HUMAN RIGHTS ACTIVITIES AWARD (YAYORI AWARD)

WHEREAS, Olongapo is honored to have been notified that Ms. Alma Bulawan, has been chosen as the 2012 YAYORI AWARDEE for her meritorious performance in the implementation of Women’s Human Rights;

WHEREAS, the Yayori Award honours women who work at the grassroots level with socially marginalized peoples to create a 21st century fee from war and discrimination against women. Established in 2005, it recognizes those who best emulate the passion and courage of the late Yayori Matsui, a pioneer woman journalist and women’s rights activist in Japan;

WHEREAS, Ms. Bulawan is cited for her magnanimous support to the implementation of women’s human rights programs that revolve around women protection, poverty alleviation and other issues and challenges of the times;

WHEREAS, Ms. Alma Bulawan, who worked in “A Bars” outside the former Subic Naval Base, is a champion and role model for Filipinas in prostitution and sex industry who see a better life for them and their children. She is currently the President of Buklod Center, Olongapo, Philippines, which she helped start in 1987 as a drop-in center for women in prostitution and their mixed-race children gathered by US servicemen. She is a board member of CATW Asia Pacific and member of International Women’s Network against Militarism. In 2004, she ran as progressive candidate for the Olongapo City Council. That year Buklod convened the first Philippine National Conference for and by women in prostitution. In 2009, Soroptimist International of the Philippines Region awarded her the Unsung Women Heroes price;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to congratulate and commend, as it hereby congratulates and commends Ms. Alma Bulawan, for having been chosen as the winner of the 2012 Women’s Human Rights Activities Award (Yayori Award).

A RESOLUTION CONGRATULATING THE LIGHTHOUSE AMIHAN FOOTBALL CLUB FOR WINNING A SILVER MEDAL IN THE CENTRAL LUZON FOOTBALL LEAGUE LAST JULY 24, 2012

WHEREAS, the objective of the Central Luzon Football League is to provide a competition venue for players and clubs in the region and to promote the beautiful game of football;

WHEREAS, “Batang Gapo” grabbed the silver medal in the Central Luzon Football League;

WHEREAS, there were 23 athletes who showed excellent football skills and brought home the pride for our city. They were: Edriel Tagaa; Mark De Guzman; Jasper Murillo; Zid Dela Cruz; Federico Fariñas; Emil Pellezer; Paul Jaime; Raymark Maliao; Ruben Tala; Rocky Galan Se; Willie Mendiola; Ramon Martos III; Elmer Joaquin; Albert Joshua Diaz; Raymond Sumido; George Erlano; JOshue Soriano; Rogel Olaes; Jansem Franco; Mariel Abayon; Jesus Bolantate; Precious Bolantate and Timothy John Diche;

WHEREAS, the success they brought to the city was because of the patience and support of their coach and team manager namely David Bayarong and John Bayarong of Asian Football Federation;

WHEREAS, the competition was considered a worthwhile exposure for the athletes coping with pressure, determination, self confidence, and most of all fairness in dealing with competitors;

NOW, THEREFORE, on motion of City Councilor Dolly Mae M. Ramos, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION CONGRATULATING SK CHAIRMAN ALFONSO RIBADA III OF BARANGAY NEW CABALAN FOR BEING AWARDED AS ONE OF THE OUTSTANDING SANGGUNIANG KABATAAN OF CENTRAL LUZON LAST APRIL 11, 2012 AT THE SUBIC BAY TRAVELERS HOTEL AND EVENT CENTER

WHEREAS, the Sangguniang Kabataan os celebrating its twenty years of genuine SK leadership and braving the challenges of unending youth empowerment, dedication and commitment to good governance;

WHEREAS, the Sangguniang Kabataan of Central Luzon conducted a search for The Outstanding Sangguniang Kabataan Award (TOSKA) which will recognize the hardwork, dedication and passion of each SK official in their respective communities;

WHEREAS, all SK officials of Central Luzon are encouraged to submit their accomplishment reports to the Central Luzon Office for scrutiny and even get the chance to be recognizes as one of the TOSKA awardees;

WHEREAS, SK Chairman Alfonso Ribada III conducted three Katipunan ng mga Kabataan and Sangguniang Kabataan assemblies, passed three ordinances and 61 SK resolutions and accomplished seven significant projects;

WHEREAS, SK Chairman Alfonso Ribada III of Barangay New Cabalan was awarded as one of the outstanding Sangguniang Kabataan of Central Luzon which was a part of the 2nd Central Luzon Youth Summit held last April 10-12, 2012 at the Subic Bay Travelers Hotel and Event Center;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION CONGRATULATING THE OLONGAPO CITY ATHLETES FOR WINNING IN THE CLARAA HELD AT IBA, ZAMBALES LAST FEBRUARY 19-24, 2012

WHEREAS, in the hearts of little champions, big dreams are waiting to come to life. Back then, these dreams partially come to life in small town tournaments, local inter-school leagues and even informal streets competition amongst friends. In the true spirit of building champions in life, CLARAA saw the growing need for these little champions’ big dreams to come front and center;

WHEREAS, the league held competitions in 16 sports namely – archery, athletics, arnis, boxing, basketball, baseball, badminton, chess, gymnastics, lawn tennis, softball, soccer, sepak-takraw, swimming, table tennis and taekwondo;

WHEREAS, throughout the years, CLARAA has successfully provided a sporting event that little champions look forward to and served as an avenue for these athletes to showcase their unlimited potentials;

WHEREAS, there were hundreds of athletes from our city who joined this event to showcase out little champions to compete on different sports;

WHEREAS, the six-day competition was considered a worthwhile exposure for the athletes, coping with pressure, determination, self-confidence, and most of all fairness in dealing with competitors;

WHEREAS, there were around 20 athletes who qualified and at the same time representing the city for the upcoming Palarong Pambansa on May 6-12, 2012 at Lingayen, Pangasinan;

NOW, THEREFORE, on motion of City Councilor Dolly Mae M. Ramos, with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to congratulate, as it is hereby congratulates the Olongapo City Athletes for winning in the CLARAA held at Iba, Zambales last February 19-24, 2012.

A RESOLUTION CONGRATULATING ABSOLUTE SERVICE, INC. AS RECIPIENT OF A SPECIAL AWARD IN THE 2011 EMPLOYERS CONFEDERATION OF THE PHILIPPINES (ECOP) KAPATID NATIONAL AWARDS.

WHEREAS, ECOP’s Kapatiran sa Industriya or KAPATID Awards is a biennial national event which recognizes companies that exemplify best workplace policies and programs highlighted by industrial peace and harmony, and characterized by quality and productivity, social accountability, and strategic visioning and partnering;

WHEREAS, companies which have been bestowed with the Grand KAPATID Award are known to have strong partnership between management and workers, the society, and continue to thrive as a top-level establishment in their respective sectors;

WHEREAS, Absolute services, Inc., a duly registered company based in Subic Bay Freeport Zone employing 112 employees was among the 13 companies and the only medium-size company nominated for the coveted award and was eventually chosen as the Grand Kapatid Special Awardee for 2011;

WHEREAS, prestigious multinational companies with the likes of Nestle Philippines, Toyota Motor Phils., SM, Bridgestone Precision, IBM Philippines, Dole Philippines, Amkor Technology, AGC Flat Glass Phils. Inc., HEDCOR, ADD Research Paints and Chemicals, Inc., RCM Manufacturing, Inc. and Tagum Agricultural Development Company, Inc. where among the nominees for the coveted award;

WHEREAS, Absolute Service, Inc., was also a recipient of the Best Employer Award given by the Social Security Service (SSS) for not only sustaining and surpassing the superior service and high quality work but also providing job opportunities to all regardless of age, sexual orientation, and physical capacity;

WHEREAS, no less than the President of the Republic, His Excellency Benigno Aquino, III handed over the award to Professor Danilo J. Piano, ASI- Philippines President during a ceremony held at the Marriott Hotel, Manila;

NOW, THEREFORE, on motion of Councilor James G. Delos Reyes, with the unanimous accord of the Members of the Sangguniang Panglungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panglungsod in session assembled to congratulate, as it hereby congratulates Absolute Service, Inc. as Recipient of a Special Award in the 2011 Employers Confederation of the Philippines (ECOP) KAPATID National Awards.

A RESOLUTION EXTENDING OUR WARMEST CONGRATULATIONS TO ATTY. DEO AMOR DAVID FOR BEING ADJUDGED AS THE MOST OUTSTANDING CHAPTER PRESIDENT, CATEGORY B OF THE INTEGRATED BAR OF THE PHILIPPINES

WHEREAS, Atty. Deo Amor David is a native of Municipality of Castillejos, Province of Zambales and one of the promising legal practitioners not only within our sphere but goes beyond its border;

WHEREAS, he has been characterized by his legal brethren within the legal circle as a hardworking lawyer practicing with humility. Inevitably, this trademark did not escape the eyes of his fellow brothers in profession, thus on February 2009 he was elected as the Chapter President of the Integrated Bar of the Philippines Olongapo-Zambales Chapter;

WHEREAS, immediately upon assumption into office, Atty. Deo Amor David introduced several innovations in his chapter, reliving camaraderie and fellowship among legal circle with its regular “Kapihan sa IBP” through constant communications with trial judges, prosecutors and court officials and employees for the efficient and effective administration of justice, assignment of IBP Legal Aid Lawyers in every branch of the courts, conducting regular legal aid clinic, distribution of school supplies and relief goods to indigent families and holding regular sport programs;

WHEREAS, his leadership has moved the IBP - Olongapo-Zambales Chapter to greater heights which gained strong and active participation by its members in all its activities and projects;

WHEREAS, at the helm of his governance as Chapter President of Integrated Bar of the Philippines Olongapo-Zambales Chapter, Atty. Deo Amor David was able to secure the right to host the 13th National Convention of Lawyers on April 7 to 10, 2011 to be held at Subic Bay Freeport Zone;

WHEREAS, the untiring efforts of Atty. Deo Amor David leading the chapter to broaden its horizon did not escape the attention of the awarding body of the Integrated Bar of the Philippines, National chapter for which reason, he was adjudged as an OUTSTANDING CHAPTER PRESIDENT Category B during the recently concluded 13th National Convention of Lawyers on April 7 to 10, 2011 at Subic Bay Freeport Zone.

NOW, THEREFORE, on motion of the City Councilor Noel Yabut Atienza, with the unanimous accord of Members of the Sanggunian Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by Sangguniang Panlungsod in session assembled, to extend, as it hereby extends our warmest congratulation to Atty. Deo Amor David for being adjudged as the Most Outstanding Chapter President, Category B of the Integrated Bar of the Philippines.

A RESOLUTION COMMENDING THE MONUMENTAL CONTRIBUTIONS OF OLONGAPO CITY COUNCILOR, HONORABLE EDWIN J. PIANO AND CONGRATULATING HIM FOR EMERGING AS ONE OF THE TEN OUTSTANDING COUNCILORS OF THE PHILIPPINES (TOCP) FOR 2010

WHEREAS, City Councilor Edwin J. Piano has emerged as one of the Ten Outstanding Councilors of the Philippines (TOCP) for 2010 conducted by the Philippine Councilors League (PCL) in partnership with the Junior Chamber International (JCI) and the Office of Senator Edgardo Angara;

WHEREAS, with his three-term dedicated service, City Councilor Edwin J. Piano maintained a strong symbol of excellence that Olongapeños should emulate in public service;

WHEREAS, THE City of Olongapo considers Honorable Edwin J. Piano as the pride of the entire city with his commendable award after the decisive selection among the councilors all over the country;

WHEREAS, Sangguniang Kabataan (SK) Federation President, Honorable Cheenee F. Hoya, clinched the prestigious Outstanding Sangguniang Kabataan Awards and Recognition (OSKAR) in the Highly Urbanized City Category given to her during the recently concluded SK National Congress, for her robust contributions in bringing the youth sector of the City to a level of resounding excellence;

WHEREAS, this accolade accorded to the SK President will not be possible without the unequivocal support of the SK presidents and the members of the SK councils in the 17 barangays of the City;

WHEREAS, as a cohesive team, SK Hoya’s leadership serves as the force that provided the legislative bedrock for the SK’s programs and projects in the City and the SK presidents in each barangay and their councilors are the creative minds, skillful hands and able feet that implement the numerous programs on environmental protection, education, livelihood and entrepreneurship, sports and entertainment, infrastructure and basic community services, anti-drug campaigns, community immersion and development;

WHEREAS, the young constituents of the City had surely harvested the rippling positive effects of the said programs and projects carried out by the SK presidents and other officials who generously shared their youthfulness, wit, talent, time and treasures all for genuine concern;

WHEREAS, the OSKAR, a shared SK accomplishment, is another attestation of Olongapo’s fertile ground for excellent leaders to bloom and another feather on the cap of the City, the Olongapeños are so proud of;

A RESOLUTION CONGRATULATING HONORABLE CHEENEE F. HOYA FOR WINNING THE OUTSTANDING SANGGUNIANG KABATAAN AWARDS AND RECOGNITION (OSKAR) IN THE HIGHLY URBANIZED CITY CATEGORY

WHEREAS, Sangguniang Kabataan (SK) Federation President, Honorable Cheenee F. Hoya, clinched the prestigious Outstanding Sangguniang Kabataan Awards and Recognition (OSKAR) in the Highly Urbanized City Category given to her during the recently concluded SK National Congress, for her robust contributions in bringing the youth sector of the City to a level of resounding excellence;

WHEREAS, Kagawad Cheenee Hoya is an epitome of how vibrant our young generation is, exceptionally gifted, ever-fresh with ideas and spirited;

WHEREAS, before she joined the City’s leadership, “Cheenee”, became one of the crowned princesses in the Search for the City Fiesta Queen 2005 and emerged as Miss Talent. She honed her God-given package through training and launching in the fields of music and arts – singing, dancing, acting and modeling for known hair stylists and make-up artists in the City;

WHEREAS, she was also an active member of PREDA-AKBAY Theater Group. The AKBAY (Aksyon ng Kabataan at mga Bata para sa Bayan) Advocacy Theater Group was organized to carry out the advocacy on the Rights of the Children and Youth Empowerment. Its main thrust is to raise the consciousness of the general public regarding social issue confronting children and the youth sectors using theater arts as an effective tool of communication;

WHEREAS, through her influence, they have established the first theater club in the City reaching out to almost all the young people in their barangay. With the involvement of all the youth in the said community, the club, housed in their present building serves as a training center, reaching their peers to be trained not only to become productive members of the society but to be capable leaders;

WHEREAS, SK Hoya’s leadership serves as the force that provided the legislative bedrock for the SK’s programs and projects in the City and the fuel that jumpstarted their numerous programs on environmental protection, education, livelihood and entrepreneurship, sports and entertainment, infrastructure and basic community services, anti-drug campaigns, community immersion and development. The young constituents of the City had surely harvested the rippling positive effects of the said programs as their representative in the Sangguniang Panlungsod and their pacesetter;

WHEREAS, the OSKAR accorded to her is another attestation of Olongapo’s fertile ground for excellent leaders to bloom and another feather on the cap of the City, the Olongapeños are so proud of;
