A RESOLUTION  DECLARING A STATE OF CALAMITY IN OLONGAPO CITY CAUSED BY TYPHOON “ODETTE” AND HABAGAT AND CALLING ON NATIONAL AGENCIES FOR PROMPT ASSISTANCE IN A MANNER CONSISTENT WITH LAW

WHEREAS, while there is no declaration of typhoon signal with the respect to the city’s jurisdiction, the entire City of Olongapo was submerged in flood water due to the heavy rains brought about by Typhoon Odette and Habagat;

WHEREAS, the unusually heavy rainfall of typhoon Odette and Habagat hammered properties in residences and destroyed (households and properties) affecting more than six hundred fifty families, while business establishments have also suffered property damages, thus affecting more than fifty percent (50%) of the city’s population, as of last verification by the City Disaster Risk Reduction and Management Office;

WHEREAS, the Office of the City Mayor declared a state of calamity as early as September 23, 2013, after emergency caucuses with pertinent city offices and discussion with national agencies, pursuant to the operative fact of the calamity and the official findings and recommendations of the Disaster Risk Reduction and Management Office;

WHEREAS, to date, sections of major thoroughfares remain inaccessible, with an instance of landslide (and potential/impending landslides), and the city’s electric posts and hubs were damaged by  tree  branches and ruins of destroyed properties;

WHEREAS, in light of the situation of property damages and necessity of relief operations to families, expeditious and decisive initiative must be taken by the city;

           

NOW THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to declare as it hereby declares a state of calamity in Olongapo City caused by Typhoon Odette and Habagat and calling on national agencies for prompt assistance in a manner consistent with law.
