RESOLUTION NO. 203
(Series of 2006)

A RESOLUTION FULLY SUPPORTING SENATE BILL NO. 2263
AND URGING THE SENATE FOR ITS SWIFT PASSAGE

WHEREAS, one of Olongapo City’s avowed principles is to provide its citizenry, specifically the poor, access to affordable medicines and health care services since they are the ones who experience difficulties in meeting even the bare necessities of life;

WHEREAS, the City believes that pertinent laws and policies relative to more affordable prices of medicines are worth supporting and implementing;

WHEREAS, Senate Bill No. 2263 seeks to address major flaws in the present Intellectual Property Code (IPC) of the country that skews the balance of protection in favor of the patent owners, in this case, mainly pharmaceutical companies, to the disadvantage of consumers and the general public;

WHEREAS, Senate Bill No. 2263 will effectively address the problem of multiple patents and the associated prolonged monopoly of power by adding a specific provision prohibiting such a practice;

WHEREAS, under the present code, importation of a drug or medicine without the consent of the patent owner is not allowed. Senate Bill No. 2263, however, will make possible the provision of important drugs and medicines from lowest cost resources;

WHEREAS, premises considered, the City hereby joins all other local government units in recommending for the swift passage of the bill;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, co-sponsored by Councilor Angelina B. Andrada with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to support, as it hereby supports Senate Bill No. 2263 and to urge the Senate for its swift passage.

Let a copy of this Resolution be furnished the Senate of the Philippines for their information and action.
