RESOLUTION NO. 233
(Series of 2006)

A RESOLUTION URGING THE COMMITTEE ON LAWS, COMPLAINTS AND INVESTIGATION AND COMMITTEE ON PERSONNEL DEVELOPMENT TO CONDUCT AN INVESTIGATION ON THE VERACITY OF THE EMPLOYMENT STATUS OF THE ATTACHED NAMES


WHEREAS, the Committee on laws, complaints and investigation shall have general jurisdiction over all matters relating penal ordinances, expropriations, naming of streets and public places, legal orders from the court on city ordinances, all matters relating to complaints that are lodged with and undertaken by the Sanggunian investigation of charges of misfeasance and malfeasance against local officials and employees and matters relating to the promotion and protection of human rights;

WHEREAS, the committee on Organizational Development and Personnel Matters shall have general jurisdiction to determine the compensation of personnel and the creation and reorganization of local offices and shall oversee the personnel development program;

WHEREAS, the above-mentioned standing committees of the Sangguniang Panlungsod of Olongapo should take the lead in verifying and determining the economy and efficiency of the status and functions of each and every government employee and their contribution to the city government of Olongapo;

WHEREAS, President Gloria Macapagal-Arroyo issued a directive to Secretary Ronaldo Puno, Department of the Interior and Local Government to ensure that local government units comply with all laws, rules and regulations in the hiring of their employees, including the prohibitions against hiring ghost employees and ordered to submit a report and recommendations to the Office of the President not later than December 30, 2006;

WHEREAS, the act of hiring “ghost employees” falls within the ambit of Republic Act No. 3019 otherwise known as the Anti Graft and Corrupt Practices Act;

WHEREAS, the City of Olongapo has been known a city of character and dignity which mission and vision is to fight for excellence;

NOW, THEREFORE, on motion of Councilor Noel Yabut Atienza with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to urge, as it hereby urges the Committee on Laws, Complaints and Investigation and Committee on Personnel Development to conduct an investigation on the veracity of the employment status of the attached names.
