WHEREAS, employee is the basic element of an organization, whether public or private. They provide the necessary skills and talents that create a potent and competitive environment for its various publics. They are the building block of any organizational undertaking which preludes to the optimum achievement of its preset goals and objectives;

WHEREAS, they have to be regarded not as inanimate resources but humans that need to be developed holistically in terms of physical, psychological, mental, social and spiritual matters;

WHEREAS, as human beings, employees must be motivated for them to realize their importance in partaking organizational success and growth;

WHEREAS, recognizing their exceptional and exemplary working attitude and professionalism through giving incentives and awards will encourage other employees to do the same aspirations. Motivated employees mean good working environment means greater opportunity to establish effective and efficient services of an organization;

NOW, THEREFORE, in the interest of public service and on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 60
(Series of 2007)

AN ORDINANCE ESTABLISHING THE EMPLOYEE OF THE MONTH (EOM) AND THE EMPLOYEE OF THE YEAR (EOY) PROGRAM OF THE CITY GOVERNMENT OF OLONGAPO

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. RATIONALE

The rationale of this policy and procedure aims to provide the process for the nomination and selection of the Olongapo City Local Government employee/s of the month/year and provide awards therefore.

SECTION 2. GUIDELINES

A. Employee of the Month (EOM)

1. There maybe two winners in the search for Employee of the Month (EOM) one from the Income Generating Group and one from the Support Services Group.

2. Each of the two groups shall form a Group Selection Panel (GSP) which shall be tasked with the impartial and judicious selection of its Employee of the Month (EOM) from among the entire nominees under its cognizance.

3. Each group’s Government Selection Panel (GSP) shall be composed of the Department Heads.

4. The City Administrator shall be the Ex-Officio Chairperson of the Group Selection Panel (GSP). He shall designate Government Selection Panel (GSP) vice Chairperson from among the head of each group. The rank and file shall have at least one representative in every Government Selection Panel (GSP).

The number of members shall be at the discretion of the Government Selection Panel (GSP) chair taking into consideration the number of department’s and offices under him.

5. Each Government Selection Panel (GSP) shall organize a secretariat that shall document the selection process and coordinate the administrative aspects of the Employee of the Month (EOM) program with the City Personnel office.

6. All City Government employees regardless of employment status who have rendered at least one year of very satisfactory service are eligible for nomination. While employees covered by contracts and/or job orders have in their appointment contracts a provision that clearly stipulates that there exists no employer-employee relationship between hirees and the City Government, they shall nonetheless be eligible for nominations for the Employee of the Month (EOM) and Employee of the Year (EOY) program.

7. Each office and department shall have no more than one nominee for each month. The nomination can emanate from any employee within the department but the final departmental/office nominee must be approved by the department/office head and endorsed to the City Mayor.

Each department/office head is enjoined to encourage all of his employees to actively participate in the search for its nominee so as to generate enthusiasm for the program as well as transparency in the nomination and selection process.

8. The Government Selection Panel (GSP) shall have the leeway to discuss courses of action and measures to effectively review and evaluate all nominations for appropriateness and conformity with the prescribed criteria.

9. The Employee of the Month (EOM) nomination shall be submitted on or before the 10th day of the succeeding month. Immediately thereafter the Government Selection Panel (GSP) shall convene to begin the selection process. Final decision shall be made no later than the 3rd Monday of the month so that the selected Employees of the Month’s (EOM) maybe recognized and presented during the last flag ceremony of the month.

B. Employee of the Year (EOY)

1. Each of the Government Selection Panel (GSP) shall select only one Employee of the Year (EOY) nominees from among of its Employee of the Month (EOM).

However, someone who has not been an Employee of the Month may also be nominated and considered for the Employee of the Year (EOY) for his/her manifestly superior contribution or accomplishment and/or exceptional act/s that clearly demonstrates fidelity to the City Government values and which act/s or contribution has brought honor to the city government. Such nomination maybe made by the department/office head concerned employee and endorsed by the Government Selection Panel (GSP).

2. The PRAISE committee (Program on Awards and Incentive for Service Excellence) shall be tasked with the selection of the Employee of the Year.

3. Nominees for Employee of the Year (EOY) shall be submitted on/or before the 10th day of January of the succeeding year and the awardee shall be announced and presented during the last flag ceremony of the same month.

C. Criteria for Selection

The selected Employee of the Month (EOM) and Employee of the Year (EOY) shall have consistently demonstrated for the duration of the period which they have been nominated the following:

1. Industriousness & Productivity - 50%

a. Sustained high quality and quantity of work delivered on time if not ahead of time.

b. Punctuality in coming to work and use of leave on reasonable occasion.

c. Willingness to stay beyond regular workday/hour whenever the service so required it.

d. Resourcefulness - the ability to make good use of limited resources to accomplish work targets.

e. Initiative and Innovativeness-readiness to help and participate in the departmental and City Government undertakings and to accept new tasks, constant seeking of new ways to improve performance and work processes.

2. Quality Customer Service - 30%
-prompt, cheerful, courteous and effective delivery of services to customers/clients; going out of one’s way to meet if not exceed their needs and expectations without expecting any considerations except for the satisfaction derived from having served well in the name of the City Government of Olongapo in its Fighting for Excellence.

3. “Malasakit and Honesty - 20%
-Malasakit refers to the genuine abiding concern for the greater good, the good of one’s department and of the City Government caring for the government properties and the good name of Olongapo City.

Honesty, the Truthfulness and sincerity in words and in actions and in one’s dealing with co-workers and customers/clients, adherence to high ethical standards.

4. The Employee of the Month (EOM) and Employee of the Year (EOY) nominations shall be accomplished by the narrative reading of specific examples of nominee’s commendable traits, acts and accomplishments and other available supporting documents.

5. Every six months, each Government Selection Panel (GSP) shall meet to appraise the effectiveness of the program and make recommendations to fine time or further enhance program.

Such recommendation shall be submitted to the PRAISE Committee (Program on Awards and Incentive for Service Excellence) for its review and recommendation to the City Mayor. Upon approval of the City Mayor the recommendation shall serve as amendments to the herein established policies and procedures.

D. Awards

1. For the Employee of the Month (EOM)
- Certificate of Recognition
- Cash Award in the amount of P 5,000
- Photographic coverage during the awarding ceremony
- Publication in the City Government newsletter
- Eligibility for the Selection as Employee of the Year

- The picture of the awardee shall be mounted on the bulletin board at the City Hall Complex Lobby until the new set of Employee of the Month (EOM) have been selected

2. For the Employee of the Year (EOY)

- Plaque of Recognition
- Cash Award of P 10,000
- Photographic coverage during the awarding ceremony
- Publication at the City Government’s newsletter
- Picture shall be mounted at the bulletin board at the City Hall Complex Lobby until a new Employee of the Year (EOY) has been selected.

3. The awards especially the cash portions maybe recommended for adjustment by the PRAISE committee

E. Funding - The City Budget Office shall provide the necessary funding for the program

F. Responsibility

1. The City Personnel Office shall be the lead office in the implementation of this program. It shall coordinate with the two Government Selection Panels (GSP) and its respective secretariat, The PRAISE Committee ((Program on Awards and Incentive for Service Excellence) and all other concerned offices and shall ensure that

Employee of the Month (EOM) and Employee of the Year (EOY) are recognized and given the Awards as herein prescribed.

2. The Chairperson of the Government Selection Panels (GSPs) and their PRAISE Committee shall make sure that a fair and judicious selection is made within the schedule.

Everyone is enjoined to support this program and continue on with our Fight for Excellence.

SECTION 3. Separability Clause. – The provisions of this Ordinance are hereby declared to be separable and in the event that one or more of the other provisions are held illegal or unconstitutional, the validity of the other provisions shall not be affected.

SECTION 4. Repealing Clause. – Ordinances, executive orders and other local legislation inconsistent with this Ordinance are hereby modified or repealed accordingly.

SECTION 5. Effectivity. – This Ordinance shall take effect immediately upon its approval.
