RESOLUTION NO. 47
(Series of 2011)

A RESOLUTION EXTENDING PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF FORMER CITY COUNCILOR, HON. LEOPOLDO D. FEDERICO

WHEREAS, Honorable Leopoldo D. Federico, former City Councilor of Olongapo peacefully joined His Creator on May 16, 2011 at the age of 87;

WHEREAS, Kagawad Federico, who served under former Mayors, Amelia J. Gordon and Richard J. Gordon, was an epitome of a councilor unbounded by any leadership style in his ultimate quest for public service;

WHEREAS, a native Dingle, Iloilo, the late councilor was a former recruiting officer of the Base Industrial Recruitment Office (BIRO) under the US Naval Base before he became a legislator under the leadership of former City Mayor Amelia J. Gordon in 1968;

WHEREAS, his long service in the government, tracing back from the Marcos’ Regime up to the People Power Revolution, attests that he was a public servant untouched by the changes in the country’s political and economic landscape;

WHEREAS, “Ka Polding”, as he is fondly called, is known for his scholarly and wise counsel. His candid views and opinions during legislative deliberations were always admired and respected by his peers in the city Council;

WHEREAS, he was known to be the “transport czar” of the City, as the author of the transport ordinance, and the chair of the Committee on Public Highways, under the leadership of former mayor and senator, Hon. Richard J. Gordon, when the City implemented the first ever color-coding scheme in the transport sector in the country, replicated now by local government units nationwide;

WHEREAS, to his credit, the City Council churned out numerous quality legislative measures that greatly redounded to the welfare of the City residents;

WHEREAS, Olongapo City joins the Federico Family in its grief over the loss of a distinguished legislator, esteemed public servant and the beacon of their family

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to extend, as it is hereby extends profound sympathies and condolences to the bereaved family of Former City Councilor, Honorable Leopoldo D. Federico.

Let a copy of this Resolution be furnished the bereaved family of Former City Councilor Honorable Leopoldo D. Federico for their information and record.
