A RESOLUTION APPROVING THE IDENTIFIED PROJECT REPLACEMENT FOR THE INELIGIBLE/NOT FEASIBLE PROJECTS FOR IMPLEMENTATION UNDER THE GRASSROOTS PARTICIPATORY PLANNING AND BUDGETING  PROCESS

(GPPBP)  FOR THE F.Y. 2014

            WHEREAS,  the Human Development and Poverty Reduction Cluster (HDPRC) through the Grassroots Budgeting Oversight Agencies, shall implement the Grassroots Participatory Budgeting Process (GPBP), formerly called Bottom-up Budgeting, to ensure the implementation of priority poverty reduction projects as identified at the city level through a participatory planning and budgeting process in pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level;

WHEREAS, the City has organized the Local Poverty Reduction Action Team (LPRAT), chaired by the Local Chief Executive, co-chaired by the Civil Society Organization (CSO) Representative, and composed of equal number of members from the government and Civil Society Organization representatives and at least 40% are women;

WHEREAS, the LPRAT conducted a workshop to formulate a Local Poverty Reduction Action Plan (LPRAP) and prepared the list of priority projects for 2014 based on the LPRAP for allocation of budget from the national government agencies funds and other financial institutions for 2014; 

            WHEREAS, the list of priority projects was duly endorsed by the LCE and partner CSO representatives as proof of genuine participation in identifying the priority projects;

WHEREAS, the Sangguniang Panlungsod approved the list of Anti-Poverty Reduction Projects through Resolution No. 13, Series of 2013 and submitted to the Regional Poverty Reduction Action Team and forwarded the same to the concerned government agencies for integration in their respective budgets for FY 2014;

WHEREAS, on December 20, 2013, President Benigno S. Aquino III signed into law Republic Act 10633 or the General Appropriations Act (GAA) for 2014 that embodied the Aquino administration’s thrust for inclusive development and poverty reduction including the List of Priority Projects under the Grassroots Participatory Planning and Budgeting Process (GPPBP) FY 2014;

            WHEREAS, the following projects were deemed not feasible/ineligible for implementation by the concerned participating National Government Agency;

            WHEREAS, the LPRAT was reconvened last April 21, 2014 to identify replacement projects in close coordination with the concerned participating agencies, to ensure that the identified replacement projects are feasible for implementation and not exceed the total NGA budget allocation of the original projects which are subject for replacement per participating agency;

            NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the identified project replacements for the ineligible/not feasible projects for implementation under the Grassroots Participatory Planning and Budgeting  Process (GPPBP)  for the F.Y. 2014 as follows:

          RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to forward a copy of this resolution to concerned agencies, NAPC as HDPRC Secretariat and Regional Offices of DILG, DBM and DSWD for appropriate action.
