RESOLUTION NO. 142

A RESOLUTION SUPPORTING THE PASSAGE OF SENATE BILL NO. 2122 OTHERWISE KNOWN AS “AN ACT TO REGULATE THE IMPORTATION OF USED MOTOR VEHICLES” AND HOUSE BILL NO. 4727 0THERWISE KNOWN AS “AN ACT TO REGULATE THE IMPORTATION OF USED MOTOR VEHICLES”
WHEREAS, R.A. 8506 prohibits the importation, cause the importation of, register, cause the registration of, use, or operate any vehicle with its steering wheel right-hand side and Her Excellency Gloria Macapagal-Arroyo issued E.O. 156, Series of 2002 which prohibits the importation of secondhand vehicles;
WHEREAS, unscrupulous individuals are using Freeport Zones to cause the entry of imported Right Hand Drive secondhand vehicles and create the culture of corruption that scares away multinational investors in the areas;
WHEREAS, imported secondhand vehicles jeopardize not only the lives of the Filipino people but the P68 billion local automotive industries and in effect imperil the livelihood of at least 75.000 skilled workers;
WHEREAS, during Senate Committee hearing, documents from the Land Transportation Office & Bureau of Customs revealed that 89,000 secondhand vehicles entered the country through Subic Bay Freeport Zone alone from 2001-2003 and the proliferations of these imported used motor vehicles in the country mostly through smuggling have deprived the government of at least P12.9 billion in taxes since 2001;

WHEREAS, Senator Richard J. Gordon introduced Senate Bill No. 2122 otherwise known as “An Act to Regulate the Importation of Used Motor Vehicles”, while Akbayan Representative Loretta Ann P. Rosales authored House Bill No. 4727 0therwise known as “An Act to Regulate the Importation of Used Motor Vehicles” to patch the loopholes of the law regarding the entry of these secondhand vehicles;
NOW, THEREFORE, on motion of Councilor Edwin J. Piano and co-sponsored by Cynthia G. Cajudo, Bella P. Asuncion, Angelina B. Andrada, Brian Patrick H. Gordon, Anselmo A. Aquino, Gina G. Perez, Napoleon F. Capistrano and Robine Rose C. Buenafe, with the majority decision of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to support, as it hereby support the passage of Senate Bill No. 2122 otherwise known as “An Act to Regulate the Importation of Used Motor Vehicles” and House Bill No. 4727 0therwise known as “An Act to Regulate the Importation of Used Motor Vehicles”
RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that a copies of this Resolution be furnished the Senate of the Philippines and House of Representatives for their information and reference.
RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that a copy of said Resolution be furnished the Hon. Erico Aumentado, President, Union of Local Authorities of the Philippines (ULAP) for support.
