RESOLUTION NO. 129
(Series of 2006)

A RESOLUTION REQUESTING SENATOR FRANCIS PANGILINAN TO ADOPT THE OLONGAPO CITY CENTER FOR YOUTH IN CONFLICT WITH THE LAW AS ONE
OF HIS PRIORITY PROJECTS AND TO APPROPRIATE ADDITIONAL FUNDS
TO COMPLETE THE SAID INFRASTRUCTURE PROJECT

WHEREAS, the State recognizes the vital role of children and youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs;

WHEREAS, the State shall protect the best interest of the child through measures that will ensure the observance of international standards of child protection, especially those to which the Philippine is a party;

WHEREAS, R.A. 9344 otherwise known as “Juvenile Justice and Welfare Act of 2006” mandates that the rehabilitation, training or confinement area of children in conflict with the law shall provide a home environment;

WHEREAS, Family Court Acts mandates LGUs to set aside an amount to build youth detention homes;

WHEREAS, the Local Government of Olongapo includes the establishment of the Olongapo City Center For Youth In Conflict With The Law as one of its priority projects;

WHEREAS, proceeds from the cash prize won in the Most Child Friendly City Competition was used to initially fund the establishment of the Center For Youth In Conflict With The Law;

WHEREAS, additional funding is necessary to complete the said center;

WHEREAS, Senator Francis “Kiko” Pangilinan, children and youth champion, sponsored the senate version of R.A. 9344 otherwise known as “Juvenile Justice and Welfare Act of 2006”;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests Senator Francis “Kiko” Pangilinan to adopt the Olongapo City Center For Youth In Conflict With the Law as one of his priority projects and to appropriate additional funds to complete the said infrastructure project.
