ABSENT:

WHEREAS, the Constitution of the Philippines mandates that “The State shall take into account regional and sectoral needs and condition and shall encourage local planning in the development of educational policies and programs;

WHEREAS, the “Youth in Nation Building Act” declared the promotion and protection of the physical, moral, spiritual, intellectual and social well – being of the youth to the end that they realize their potentials for improving the quality of life as one of its principles;

WHEREAS, the City of Olongapo declares Education as one of its priority programs as embodied in the ten – point agenda.

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 12
(Series of 2007)

AN ORDINANCE PROVIDING CASH INCENTIVE AWARDS FOR OLONGAPEÑOS WHO WILL WIN IN THE REGIONAL/NATIONAL/INTERNATIONAL GOVERNMENT – SPONSORED COMPETITIONS IN THE FIELD OF CULTURE, ARTS, SCIENCE, AND OTHER ACADEMIC DISCIPLINE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. It is hereby declared a policy of the City Government to nurture its Constituent’s body, mind and spirit through entry in various competitions. That the City Government shall boost the morale and welfare of the Olongapeños who shall bring honor and prestige for the City through outstanding performances in any regional, national, or international competitions duly endorsed, sponsored or which is held under the auspices of the Government or its instrumentalities and agencies.

SECTION 2. For purpose of this Ordinance, the competitions referred to in Section 1 above shall include the National Press Conference, Science Investigatory Project Competition, National Music Competition For Young Artists and any similar event and competition which may hereinafter be held, staged and sponsored by the government through its agencies and/or instrumentalities.

SECTION 3. Outstanding Olongapeños who shall win in any government – sponsored competitions in the field of culture, arts, science and other academic discipline shall receive cash incentive awards, the amount of which shall be based on the following categories:

SECTION 4. In case, he/she/they wins/win in more than one event, he/she/they shall receive only whichever is higher.

SECTION 5. Appropriation: For the effective implementation of this program, the amount of FIVE HUNDRED THOUSAND PESOS (PhP500,000.00) shall be appropriated under the item Rewards & Other Claims of the Office of the City Mayor at every year starting on January 2008.

SECTION 6. This ordinance shall take upon approval subject to availability of funds.
