A RESOLUTION APPROVING THE LIST PRIORITY-POVERTY

REDUCTION  PROJECTS FOR 2015 GRASS ROOTS BUDGETING

WHEREAS, DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 4 dated 26 November 2013 sets the policy guidelines and procedures in the implementation of the Grassroots Participatory Budgeting (Formerly called Bottom-Up Budgeting) for FY 2015 Budget Preparation;

WHEREAS, the Human Development and Poverty Reduction Cluster (HDPRC), through the Grassroots Budgeting Oversight Agencies, is tasked to improve the overall quality of life of the Filipino and translating the gains on good governance into direct, substantial benefits that will empower the poor and marginalized segments of the society by ensuring the inclusion of the funding requirements for the development needs as they are identified at the local level in the budget proposals of participating agencies;

WHEREAS, the Local Government Unit (LGU) of Olongapo City, through Executive Order No. 70, Series of 2013 dated 3 December 2013 has organized/reactivated the Local/City Poverty Reduction Action Team (LPRAT), chaired by the Local Chief Executive, Co-Chaired by the President of LGU-accredited CSO, and members composed of the Chairperson of the Sangguniang Panlungsod Appropriations Committee, Department Heads of the Planning Agriculture, City Health, Social Welfare and Development, City Budget, CENRO, DSWD City Links, DILG, DepEd, representatives from LGU-accredited Civil Society Organizations, and representatives of basic sector;

WHEREAS, the LPRAT conducted a workshop to formulate the Local Poverty Reduction Action Plan (LPRAP) indicating therein unfunded priority anti-poverty projects;

WHEREAS, the LPRAT has prepared the list of priority projects for 2015 based on the LPRAP for allocation of budget from the participating  national government agencies funds and the LGU of Olongapo City  for 2015;

WHEREAS, the list of priority projects was duly endorsed by the partner CSO representatives as proof of genuine participation in identifying the priority projects;

NOW, THEREFORE, on motion of City Councilors Eyrma Yvette Marzan-Estrella, with the unanimous accord of the Members of the Sangguniang Panlungsod;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the list of priority-poverty reduction  projects  for 2015 grass roots budgeting.

RESOLVED FURTHER, AS IT IS  HEREBY FURTHER RESOLVED, to forward a copy of this resolution to concerned agencies, NAPC as HDPRC Secretariat and Regional Offices of DILG, DBM and DSWD for appropriate action.

AN ORDINANCE APPROVING AND APPROPRIATING THE AMOUNT OF

THREE HUNDRED SEVENTY FIVE THOUSAND PESOS (PHP375,000.00)

 AS SUPPLEMENTAL BUDGET FOR CALENDAR YEAR 2013

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1.  The Supplemental Budget of the City of Olongapo for Calendar Year 2013 with a total amount Three Hundred Seventy Five Thousand Pesos (PHP375,000.00) is hereby approved.

The budget documents consisting of the following are incorporated herein and made integral part of this Ordinance:

1.       LBP Form No. 9 – Statement of Funding Sources

2.       LBP Form No. 10 – Statement of Supplemental Appropriation

SECTION 2.  Sources of Funds.  The source of funds for the Supplemental Budget shall be taken from  the  amount of One Million Six Hundred Fifty Nine Thousand Five Hundred Thirty Three Pesos and 23/100 (Php1,659,533.23)  shall be as follows:
