WHEREAS, Local Government Code of 1991 provides that Barangay Officials and their legitimate dependent children shall be exempt from the payment of tuition and matriculation fees in state universities and colleges located within the province or city to which the Barangay belongs;

WHEREAS, the same code provides that SK officials shall be exempt from payment of tuition and matriculation fees while enrolled in public tertiary schools including state colleges and universities;


NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, co-sponsored by Councilors Robin Rose Buenafe and Carlito Baloy with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 25

ORDINANCE PROVIDING EDUCATIONAL PRIVILEGES TO ALL BRGY. OFFICIALS, THEIR DEPENDENT CHILDREN, AND THE SK OFFICIALS OF THE CITY OF OLONGAPO TO THE CITY OPERATED
TERTIARY SCHOOLS/COLLEGES/ UNIVERSITIES

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. TITLE – This Ordinance shall be known as the “Barangay & SK Officials Educational Privileges”

SECTION 2. COVERAGE – The Punong Barangay, Sangguniang Barangay, Barangay Treasurer, Barangay Secretary, their dependent children and SK Officials during their incumbency shall be exempted from paying tuition fees if enrolled in the City operated tertiary schools/colleges/universities. The privilege shall exclude other fees such as but not limited to related learning fees, NSTP fees, special fees and other miscellaneous fees and to be shouldered by the enrollee/s.

SECTION 3. PROCEDURE – The school shall require the enrollee certification from DILG as proof that they are incumbent officials or their parents to avail such privilege.

The school may request other documents needed as proof due to budget limitation, only one per family may avail of such educational privilege, either the Barangay official themselves or their dependent children. The School shall conduct inventory prior to school year of interested enrollees who wish to avail of such privilege.

Furthermore, through its governing body such as its board of trustees, may issue other guidelines in the effective implementation of this ordinance.

Due to the budgetary limitation, Sixty-Five (65) slots shall be opened for this purpose, to be distributed as follows: thirty (30) slots for Barangay Officials including SK Chairman, thirty (30) slots for SK Officials excluding SK Chairman, five (5) slots for dependents. The basis of prioritization is the result of the standard examination to be administered by the City College. In case that the slots for Barangay Officials are not full, their dependents shall be accommodated to maximize the slots available subject to the result of the examination.
Failing mark shall revoke the said privilege but would not bar to reapply for the said privilege provided that he/she shall undergo the same procedure with the other applicants.

The slots shall not be decreased but may be increased if additional resources shall be appropriated for this purpose. The City College shall see to it that available slots shall be announced to all concerned Barangay for their information.

SECTION 4. APPROPRIATION – For this purpose, every year the amount of P500,000.00 shall be appropriated in the item Scholarship of the City Mayor. The City shall reimburse the said college the amount of the tuition fee and the matriculation fee from the said appropriation. The initial amount of PhP500,000.00 shall be included in the 2008 budget and every year thereafter.

SECTION 5. REPEALING CLAUSE – Ordinances or Resolution inconsistent with this Ordinance are hereby repealed or amended. Inconsistent parts or sections with city ordinances are hereby repealed and would not affect the implementation of the entirety of this ordinance.

SECTION 6. EFFECTIVITY CLAUSE - This ordinance shall take effect on the 1st semester of the School Year 2008-2009.
