RESOLUTION NO. 05
(Series of 2008)

A RESOLUTION EXPRESSING PROFOUND CONDOLENCES TO THE BEREAVED FAMILY OF HONORABLE USAFFE S. BASA, PRESIDENT, PHILIPPINE COUNCILORS’ LEAGUE – ZAMBALES

WHEREAS, Honorable Usaffe Solis Basa, Councilor of the Municipality of San Felipe, Zambales and the President of the Philippine Councilors’ League of the province, died in the grace of our Lord on December 31, 2007;

WHEREAS, Councilor Basa left an encouraging memory in the lives of the people of San Felipe, particularly at Barangay Rosete for he served there as their Barangay Chairman. Who can forget how he willingly donated a piece of his inherited property for the Day Care Center? His unselfish efforts and unflinching commitment to provide services to his constituents came to the attention of the municipal leadership that he was tapped to the take a seat in the Sangguniang Bayan as one of the councilors and triumphantly clinched the electoral process;

WHEREAS, Kagawad Boy Basa continued his hands-on involvement to advance the welfare of the day care system in the community. He endeavored that the young populace will avail of a free foundational education which was successfully implemented in San Felipe;

WHEREAS, his commitment to such thrust earned him the Department of Social Welfare and Development (DSWD) Service Award for financially sustaining the wages of day care workers in San Felipe from 2001 to 2007 and was named “Ama ng Day Care”;

WHEREAS, the author of the TOSFEL Ordinance, the Annual Search of the Ten Outstanding San Felipeneans (TOSFEL), Kagawad Basa aimed to give recognition to the best contributions of a selected few and a cadre of leaders to serve as role models to the citizenry of San Felipe as well as its neighbors;

WHEREAS, for six and a half years as a councilor, Kagawad Basa was elected as the President of the Philippine Councilors’ League-Zambales, where he took seat as Board Member, ex-officio in the Sangguniang Panlalawigan;

WHEREAS, the magnitude of his responsibilities did not hinder him to share his time and expertise in teaching his young constituents who are members of the drum and lyre, a thrust so close to his heart. He taught the values of discipline and the principle of playing harmoniously not only as a band but as a lifestyle;

WHEREAS, for the Olongapeños, Kagawad Basa is known to be a music trainer, coach and band leader as well as a staunch supporter and partner of his wife, the former City Schools District Superintendent, Dr. Perlita Basa. As a husband and wife team, they were the lifeblood of the City DepEd Anklung Ensemble that wowed local and foreign tourists during cultural presentations and programs, to the City’s pride;

WHEREAS, the City shares in the grief of the Basa Family for the loss of their beacon and San Felipe, Zambales for the untimely demise of one of their finest leaders. The City Government of Olongapo, likewise, honors his contributions, partnership and unequivocal support as the bedrock of good governance in Zambales;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to express, as it hereby expresses profound condolences to the bereaved family of Honorable Usaffe S. Basa, President, Philippine Councilors’ League – Zambales.
