A RESOLUTION FULLY SUPPORTING THE IMPLEMENTATION AND RECOGNITION OF THE IDENTIFICATION CARD FOR PERSONS WITH DISABILITIES PURSUANT TO RA 9442 – AN ACT AMENDING RA 7277 OTHERWISE KNOWN AS THE “MAGNA CARTA FOR PERSONS WITH DISABILITY AS AMENDED AND FOR OTHER PURPOSES”

WHEREAS, Republic Act No. 9442, entitled “An Act Amending Republic Act 7277 otherwise known as the “Magna Carta for Persons with Disability as Amended and For Other Purposes” grants additional privileges and incentives as well as prohibitions on verbal, non-verbal ridicule and vilification against persons with disability;

WHEREAS, the new law guarantees among others at least 20% discount privileges in the purchase of medicines from drugstores, dental and medical services including diagnostic and laboratory fees in all hospitals and medical facilities and transportation fares in all public utility vehicles nationwide;

WHEREAS, services in hotels and similar lodging establishments, restaurants and recreation centers which PWDs will exclusively use and enjoy are likewise subject to the said discount;

WHEREAS, the law also prohibits utterance of slanderous and abusive statements against PWDs and doing an activity in public which incites hatred resulting to the loss of self-esteem of PWD are also prohibited;

WHEREAS, for PWDs to avail of these benefits and privileges, the issuance of PWD Identification Cards duly endorsed by the National Council for the Welfare of the Disabled Persons is indispensable;

WHEREAS, the implementation, recognition and issuance of Identification Cards for Persons with Disabilities be mandated pursuant to RA 9442 – An Act Amending Ra 7277 Otherwise Known As The “Magna Carta For Persons With Disability As Amended And For Other Purposes;”

WHEREAS, the City Social Welfare and Development Office shall facilitate the production of the IDs chargeable to the PWD funds.

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to support, as it hereby supports the implementation and recognition of the Identification Card For Persons With Disabilities Pursuant To Ra 9442 – An Act Amending RA 7277 Otherwise Known As The “Magna Carta For Persons With Disability As Amended And For Other Purposes.”

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copy of the Implementing Rules and Regulations of RA No. 9442 be made as integral part of this resolution.
