A RESOLUTION STRONGLY INDORSING TO THE OFFICE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES THE RE-APPOINTMENT OF MR. TEODORO D. DEL ROSARIO AS DIRECTOR REPRESENTING THE CITY OF OLONGAPO TO THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA)
WHEREAS, Section 13 ( c ) of Republic Act No. 7227 generally provides for the composition of the Board of Directors of the Subic Bay Metropolitan Authority and ( c ) ( 1 ) explicitly provides that representatives of the local government units that concur to join the Subic Bay Special Economic Zone should likewise be duly represented;
WHEREAS, the same law specifically states that reference in the appointment of the members of the Board shall be given to residents within the Subic Bay Special Economic Zone and that it is the City mayor, concurred by the members of the Sangguniang Panlungsod who is vested with authority to nominate Olongapo City Representative;
WHEREAS, from the unambiguous language of the said law, it is to be clearly construed that the framers thereof envisioned and intended that the residents of Olongapo, the employees of the former naval bases who were displaced by the pull-out of the U.S. Military Installation in Olongapo and the members of the business community in the City, who were severely affected by the said exit should be given the right to determine their future through representation in the policy-making body of the SBMA;
WHEREAS, Mr. Teodoro D. del Rosario, was one of the City’s young entrepreneurs, who pursued Bachelor of Laws, before he took the City Councilor seat on July 1, 1998. As a Councilor, on his maximum term, he chaired the Council’s Committee on Trade, Business and Tourism, where he implemented significant enhancement programs which made the City more conducive for trade and business;
WHEREAS, Mr. del Rosario also held various key positions at the Freeport Zone. As such he served as one of the Executive Assistants of then SBMA Chairman, now Senator-elect Richard J. Gordon, assigned as Administrative Officer, Building and Property Administrator and Liaison Officer of the Freeport Exchange and stood as frontliner manager of various locators;
WHEREAS, as a prime business setter, his ideas, unconventional marketing designs and management skills, Mr. del Rosario’s tasks as Business Development Group Manager of Initiative Development Incorporated, Account Manager of Branded Warehouse and Branch Manager of Veloci Motor Philippines, new products and services portfolio evolved which energized their respective markets and thus, provided for them a stronger corporate framework;
WHEREAS, as Director of the Subic Bay Provident Fund, Incorporated, Mr. Del Rosario was one of those who devised the program plans for increased benefits of SBMA and Freeport employees;
WHEREAS, as the incumbent representative of the City to the SBMA Board, indeed Olongapo had truly been represented by somebody who does not only bear the capacity of hammering out the details of development in the Olongapo-SBMA partnership, but who also knows the pulse and heartbeat of the Olongapeños on certain issues affecting their lives;
WHEREAS, a member of the Executive Committee of the SBMA, Ted Del Rosario was instrumental in the regular rounds implemented by the present SBMA Administration towards drafting its target growth, market data and master plan as well as in establishing its financial modeling, ready for the influx of greater investments and rippling positive effects;
WHEREAS, together with the rest of the Board members, his rich input on planning, development and management of mixed-use properties in the Freeport zone to adhere to world class standards pave way to an energized tourism- business climate in the Subic Bay Freeport Zone – Olongapo – Zambales areas;
WHEREAS, the City galvanizes its resolve that his tenure as the City’s Representative to the SBMA Board be extended as he effectively served as a conduit of vital city projects and installations so as Olongapo be the environment primer for business expansion and communal growth;
NOW, THEREFORE, with the unanimous accord of the Members of the Sanggunian Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to indorse, as it hereby indorses to the Office of the President of the Republic of the Philippines the re-appointment of Mr. Teodoro D. Del Rosario as Director representing the City of Olongapo to the Subic Bay Metropolitan Authority (SBMA).
