RESOLUTION NO. 75

A RESOLUTION SUPPORTING HOUSE BILL NUMBER 4315 WHICH SEEKS TO DISCONTINUE THE PROLIFERATION OF SCANDALOUS MATERIALS IN THE COUNTRY AND CALLING ALL CONCERNED OFFICES FOR ITS IMMEDIATE PASSAGE AND IMPLEMENTATION
WHEREAS, Philippines being a predominantly Christian community promotes good values as a strong foundation of its culture;
WHEREAS, most recently, issues that demolish this culture have blatantly come out and affected many homes, work places and the Filipino people individually;
WHEREAS, several sex scandals involving the young generation in the showbiz world and academe have proliferated the telecommunication industry and the world wide web causing disturbance in the community and the government;
WHEREAS, in this period of modern society where cellular phones, internet and the broadcast media are of recurrent utilization, those young women who are being exposed in unfortunate circumstances are placed in indignity and humiliation;
WHEREAS, Section 14 of the Philippine Constitution states that women have respective roles in nation building and shall be afforded the fundamental equality;
WHEREAS, women as mothers and wives should be given utmost respect and affection because families and communities will not be significantly built without them;
WHEREAS, Senator Pia Cayetano has proposed Senate Bill 3267 or the Anti-Video Voyeurism Act of 2009 which seeks to prohibit and penalize the recording of private act or acts as well as the distribution or exhibition of such recordings without the consent of the person involved;
WHEREAS, Buhay Party List Representatives Hon. Irwin C. Tieng, Hon. Rene M. Velarde and Hon. Ma. Carissa O. Coscolluela at the same time, proposed House Bill 4315 of the Anti-Cyber-boso Bill which seeks to criminalize taking and possessing indecent video clips using mobile phones or video cameras;
WHEREAS, such circulation of these obscene sexual acts and other pornographic materials are condemnable to the Filipinos specifically for women who are doubly victimized and the culprits must be castigated;
NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez, with unanimous accord of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to support, as it hereby supports House Bill 4315 which seeks to discontinue the proliferation of scandalous materials in the country and call all concerned offices for its immediate passage and implementation.
RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be given to the Philippine Congress, the Philippine Senate, Optical Media Board and Office of the President for their action.
