A RESOLUTION DESIGNATING ELSA EBROLE-GONZAGA AS “AMBASSADOR OF GOODWILL” OF THE CITY OF OLONGAPO IN CONNECTION WITH THE 7TH MEETING OF THE INTERNATIONAL WOMEN’S NETWORK ON SEPTEMBER 14 TO 19, 2009 AT THE
UNIVERSITY OF GUAM, MANGILAO, GUAM, U.S.A.
WHEREAS, since last year 1997, women from all over the globe gather for a meeting that discusses peace, security and to advance gender equality, and now, the upcoming 7th Meeting of the International Women’s Network will take place in the University of Guam, Mangilao, Guam, U.S.A., with the theme: “CHINEMMA, NINA MAOLEK YAN INARESPETU PARA DIRECHON TAOTAO” (Resistance, Resilience and Respect for Human Rights).
WHEREAS, the Philippine Delegation to the said meeting will be composed of seven (7) women representing Non Governmental Organizations of the country and the City of Olongapo is very privileged to have three (3) out of the seven (7) that will be members of the delegation.
WHEREAS, Elsa Ebrole-Gonzaga is the Vice-Chairperson of BUKLOD CENTER, a People’s Organization that combats Women Prostitution here in our City.
WHEREAS, Elsa Ebrole-Gonzaga, together with Alma Bulawan, is a living testament of the atrocities of prostitution brought about by the presence of the U.S. Naval Base here in the City, way back in the 1980’s.
WHEREAS, Elsa Ebrole-Gonzaga, after having realized and have experienced “metanoia” or change of heart, has decided to actively participate in the organizing of “women in the bars” then; and up to now is continuously dedicated to devout her time for the upliftment of the morale and welfare of women, especially for those working in the bars.
WHEREAS, Elsa Ebrole-Gonzaga, at present sits as ex-officio member of the Gender and Development Council of the City as representative of People’s Organization, likewise, she is also an ex-officio member of the Committee on the Protection of Women as representative of Buklod Center under the Sangguniang Panlungsod of Olongapo.
WHEREAS, Elsa Ebrole-Gonzaga, will participate as panel observer for the Philippines in view of the issues that will be raised during the said international meeting.
WHEREAS, being designated as this City’s “Ambassador of Goodwill”, Elsa Ebrole-Gonzaga is tasked to contribute beneficial insights and learning that will transcribe from that meeting, in collaboration with the Committee on Human Rights and the Committee on the Protection of Women, Family and Gender Equality in pursuance of the aims and goals carried by their organization for the benefit of the People of Olongapo.
WHEREAS, it is not only of pride and prestige that would befall on the city to have Elsa Ebrole-Gonzaga as one of the Philippine Delegates, but rather, remarkable contribution will be made to the international community through her insights that would transcend our city’s excellence to the whole world.
NOW, THEREFORE, on motion of Councilor Elena C. Dabu, co-sponsored by Councilor Sarah Lugerna F. Lipumano-Garcia, M.D., with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in a session assembled to designate, as it is hereby designates Elsa Ebrole-Gonzaga as “Ambassador of Goodwill” of the City of Olongapo in Connection with the 7th Meeting of the International Women’s Network on September 14 to 19, 2009 at the University of Guam, Mangilao, Guam, U.S.A.
