ABSENT:

WHEREAS, Olongapo City establishes itself as a tourist destination site in the southern part of Luzon with Subic Freeport as its partner in attracting tourists all throughout the country as well as the world. Side by side with Subic, Olongapo City boasts of its wonderful resorts, affordable hotels and restaurants, best programs in local administration, famous annual Mardigras, Sibit Sibit Festival, and the Olongapeňo’s way of living;

WHEREAS, Olongapo City has been globally known to have strong values in volunteerism as shown in 1990’s when the United States Naval Forces had been pulled out from its geographical location adjacent to the locality, this unfortunately resulted to loss of employment and economic regression;

WHEREAS, spearheaded by former City Mayor Richard J. Gordon, the people of Olongapo subsequently protected the former naval reservation, maintained its cleanliness and beauty even without due compensation. Volunteerism in Olongapo City, a strong local culture, has been widely known and has proven to be a determinant of dedication as well as teamwork;

WHEREAS, with Tourism becoming the prime source of income all throughout the country, the City has to initiate deep measures of promotion and recall to its target tourists; Olongapo City therefore has to establish an identification which will truly reflect its entirety in terms of people, places and culture;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following ordinance:

ORDINANCE NO. 31
(Series of 2009)

AN ODINANCE ADOPTING THE TITLE OF OLONGAPO CITY AS “CITY OF VOLUNTEERS”

SECTION 1. Declaration. Olongapo City is hereby provided with the title “City of Volunteers”.

SECTION 2. Function. This title shall be used on all documents and records pertaining to the official functions of City of Olongapo.

SECTION 3. Effectivity. This Ordinance shall take effect immediately upon approval and posting period mandated by law.
