A RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE JAMES GORDON, JR. TO SIGN AND ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) FOR AND IN BEHALF OF BARANGAYS GORDON HEIGHTS AND WEST BAJAC-BAJAC, OLONGAPO CITY WITH THE WOMEN’S EDUCATION, DEVELOPMENT, PRODUCTIVITY AND RESEARCH ORGANIZATION (WEDPRO, INC.) BUKLOD CENTER, INC. FOR THE PROJECT, PRIVATE AND PUBLIC FACES OF VIOLENCE AGAINST WOMEN : ADDRESSING DOMESTIC VIOLENCE AND TRAFFICKING IN THE URBAN POOR COMMUNITIES OF ANGELES CITY AND OLONGAPO CITY

WHEREAS, the Women’s Education, Development, Productivity And Research Organization (WeDpro, Inc.) with its local arm, the Buklod Center, Inc., known to have launched the “Legislative Executive Bases Council (LEBC) Comprehensive Bases Conversion Program,” produced a milestone action report called “ The Technical Report on the Bases Conversion Program for Women in the Cities of Angeles and Olongapo. This addressed the socio-economic plight of women in the prostitution systems in the former US military facilities in Clark Air Base and Subic Naval Base, and developed alternative programs for the women after the bases left in 1991;

WHEREAS, today the WeDpro and the Buklod Center, Inc. serve as a dynamic

catalyst within the women’s movements and other social movements working for people-oriented, gender-fair programs and services that ensures women’s empowerment;

WHEREAS, through the Buklod Center, Inc., WeDpro jumpstarts another project entitled “Private And Public Faces Of Violence Against Women: Addressing Domestic Violence And Trafficking In The Urban Poor Communities Of Angeles City And Olongapo City”, aimed at assisting local governments and selected barangays in their jurisdiction to strengthen their governance and place their focus on human rights, its protection and safekeeping

specially to those who are vulnerable to violence, abuse and trafficking;

WHEREAS, this benchmark will not be possible without the auspices of the City’s leadership and the cooperation of the barangay councils of West Bajac-Bajac and Gordon Heights in the conduct of the said study, training and workshop right there at the said communities;

WHEREAS, it is in the best interest of the City that an authority be given to the City Mayor for and in behalf of the said barangays to enter into an agreement with the aforesaid agency;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes, the City Mayor, Honorable James Gordon, Jr. to sign and enter into a Memorandum of Understanding (MOU) for and in behalf of Barangays Gordon Heights and West Bajac-Bajac, Olongapo City with the Women’s Education, Development, Productivity and Research Organization (WeDpro, Inc.) Buklod Center, Inc. for the project, Private And Public Faces Of Violence Against Women : Addressing Domestic Violence And Trafficking In The Urban Poor Communities Of Angeles City And Olongapo City.
