A RESOLUTION AUTHORIZING HON. ROLEN C. PAULINO, CITY MAYOR OF OLONGAPO TO NEGOTIATE, ACQUIRE AND PURCHASE REAL PROPERTIES FOR PUBLIC PURPOSE AND EXCLUSIVE USE OF THE NEW CITY CIVIC CENTER, AND FUTURE DEVELOPMENT WITHIN THE OLONGAPO CITY CIVIC CENTER COMPLEX

            WHEREAS, the City Government of Olongapo is duly authorized under its charter and under the provisions of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, to acquire, develop, lease, encumber, alienate or otherwise dispose of its real or personal properties and to apply their resources and assets for productive, development, or welfare purposes;

            WHEREAS, under Section 18 of the Local Government Code of the Philippines, the City Government of Olongapo has the power, among others, to acquire, develop, lease, encumber, alienate, or otherwise dispose of real properties held by it in its proprietary capacity;

            WHEREAS, the City will construct a new and bigger building for the new City Civic Center where the City Disaster Risk Reduction and Management Office (CDRRMO), City Museum, Red Cross Office and City Library will be relocated;

            WHEREAS, the new City Civic Center is for the benefit and to centralize the said offices/agencies for the convenience and easy access of the people of Olongapo;

WHEREAS, with the said development, there is a necessity to acquire land near or adjoining the area where the present CDRRMO is located, as the project would require a bigger land area;

            WHEREAS, it is likewise necessary to acquire/purchase real properties within or adjoining the area of the Olongapo City Civic Center Complex (KBG Complex) for the development (present and future) of the said Center Complex, as the same will be beneficial to the City and  the people of Olongapo;

           

WHEREAS, the real properties subject for negotiation, acquisition and purchase for the New Olongapo City Civic Center and other developments within the Olongapo City Civic Center Complex are as follows, to wit:

1.      Property with PIN No. 003-001-043 with an area of 411 sq.m.;

2.      Property with PIN No. 003-001-044 with an area of 420 sq.m.;

3.      Property with PIN No. 003-001-045 with an area of 198sq.m.;

4.      Titled Property with PIN No. 003-001-034 TS (Lot no. 1747) with an area of 331 sq.m.;

5.      Property with PIN No. 003-001-023 TS (Lot no. 1732) with an area of 414 sq.m.;

6.      Property with PIN No. 003-001-004 TS (Lot no. 1730) with an area of 590 sq.m.;

7.      Property with PIN No. 003-001-005 TS (Lot no. 1729) with an area of 590 sq.m.

8.      Property with PIN Nos. 016-001-100 and 016-001-101 TS (Lot No. 1652) with an area of 621 sq.m.;

9.      Property with PIN Nos. 016-001-100 and 016-001-101 TS (Lot No. 1656) with an area of 715sq.m.;

10.  Property with PIN No. 003-001-048 TS (Lot No. 1752) with an area of 348 sq.m.;

11.  Property with PIN No. 003-001-049 TS (Lot No. 1753) with an area of 560sq.m.;

12.  Property (Lutheran Philippine Mission) with PIN No. 003-001-003 TS (Lot No. 1731) with an area of 841sq.m.; and

13.  Other lots.

            WHEREAS, the City Mayor of Olongapo should be given full authority to negotiate, acquire, purchase subject properties with the private owner, for the full realization and implementation of the project;

            WHEREAS, all acquisitions shall be transferred and titled in the name of the City of Olongapo;     

          NOW, THEREFORE,  on motion of City Councilor Noel Y. Atienza with City Councilors Aquilino Y. Cortez, Jr, Elena C. Dabu, Benjamin G. Cajudo II, Eduardo G. Guerrero, Alreuela M. Bundang-Ortiz, Edna A. Elane, Emerito Linus D. Bacay and Randy C. Sionzon, with the majority decision of the Members of the Sangguniang Panlungsod present.

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize as it hereby authorizes Hon. Rolen C. Paulino, City Mayor of Olongapo to negotiate, acquire and purchase real properties for public purpose and exclusive use of the New City Civic Center and future development within the Olongapo City Civic Center Complex

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR ROLEN C. PAULINO TO SIGN THE DEED OF DONATION BETWEEN THE CITY GOVERNMENT OF OLONGAPO AND THE ALOHA MEDICAL MISSION (AMM) REPRESENTED BY  CHARO O. SIMONS, AMM DIRECTOR FOR HEALTH, ON THE DONATION OF  16 BOXES CONTAINING MEDICAL SUPPLIES AND MEDICINES INTENDED TO BE USED FOR THE TREATMENT OF INDIGENT PATIENTS  FROM OLONGAPO CITY DURING THE SURGICAL CAMP ON MARCH 9-13, 2015 TO BE CONDUCTED BY THE HAWAII NON-PROFIT ALOHA MEDICAL MISSION, AND ACCEPT THE SAME,  SUBJECT TO APPLICABLE LAWS, RULES AND REGULATIONS

WHEREAS, on March 9-13, 2015, the Aloha Medical Mission (AMM) of Hawaii is set to conduct a surgical and dental mission at Mactan, Old Cabalan, Olongapo City for the benefit of indigent people of Olongapo City;

WHEREAS, vital to the conduct of the said mission are the necessary medical supplies and medicines for surgeries and other medical procedures, thus the donation of the 16 boxes containing  the supplies listed in their cargo list;

WHEREAS, in the letter dated February 11,2015 of Mr. Bryan K. Dimen  of Subic Bay Freeport Chamber for Health & Environment Conservation, the local coordinator of AMM, the following procedures may be performed: a total of  sixty (60)  Plastic Surgeries (cleft lips and palates, burns and physical deformities), eighty (80)  General Surgeries (herrnias, gall bladders, body masses), twenty (20) Gyne Cases (prolapsed uteri, ovarian cysts, trans-abdominal hysterectomies), two hundred fifty (250) Dental Cases,  two hundred fifty (250) Minor Surgeries and beneficiaries for the LN4 Hands;

  

WHEREAS, a Deed of Donation is deemed necessary to be executed to transfer the said supplies and medicines to the Olongapo City Government, the Donee. Furthermore, an acceptance is likewise necessary for the donation to be valid.

NOW, THEREFORE, on motion of City Councilor   Eduardo G. Guerrero,   with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes  Honorable City Mayor Rolen C. Paulino to sign the Deed of Donation between the City Government and the Aloha Medical Mission (AMM) represented by Charo O. Simons, AMM Director for Health, on the donation of 16 boxes containing medical supplies and medicines intended to be used for the treatment of indigent  patients from Olongapo City during the surgical camp on March 9-13, 2015 to be conducted by the Hawaii Non-Profit Aloha Madical Mission, and accepts the same, subject to applicable laws, rules and regulations.

Let a copy of the list of the contents of the 16 boxes of medical supplies and medicines and the signed Deed of Donation be made an integral part of this resolution.

A RESOLUTION AUTHORIZING THE CITY MAYOR, HON. ROLEN C. PAULINO TO ENTER INTO AND SIGN THE DEED OF SALE AND RELEASE OF CLAIM AND SUBROGATION RECEIPT WITH THE GOVERNMENT SERVICE INSURANCE SYSTEM (GSIS), REGARDING TEN (10) UNITS OF VEHICLES OWNED BY

 THE CITY

WHEREAS, the City is the owner of ten (10) units of vehicles being used by different departments of the City;

WHEREAS, on September 23, 2013, the City was hit by typhoon and flood that greatly affected and damaged both real and personal properties;

WHEREAS, the subject vehicles were among those submerged, damaged or affected during the typhoon;

WHEREAS, the City would be spending so much for the repair of the subject vehicles, thus, the City opted to sell the same to the Government Service Insurance System (GSIS) instead of having it repaired;

WHEREAS, the proceeds thereof will be used in purchasing new units of vehicles for the benefit and use of the City;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II and City Councilor Elena Dabu,  with the majority decision of the Members of the Sangguniang Panlungsod present,
