A RESOLUTION AUTHORIZING HON. ROLEN C. PAULINO, CITY MAYOR, OLONGAPO CITY TO NEGOTIATE WITH ANY REPUTABLE INDIVIDUAL OR COMPANY FOR THE ESTABLISHMENT, MANAGEMENT, OPERATION AND MAINTENANCE OF COCKFIGHTING WITHIN A LICENSED COCKPIT ARENA SUBJECT TO COMPLIANCE TO EXISTING LAWS, RULES AND REGULATIONS

            WHEREAS, the  power of the city government  to authorize the establishment, operation and maintenance of cockpits and to regulate cockfighting is within their domain even before the passage of Local Government Code of 1991;

            WHEREAS,  in order to generate more revenue for the primary purpose of delivery of basic social services and payment of city’s outstanding accountabilities, it is indispensable to create sources of revenues;

            WHEEAS, one of the principal sources of revenues is the establishment, operation and management of cockpits and regulation of cockfighting with any refutable individual or company;

            WHEREAS, the establishment, operation and management of cockpit and regulation of cockfighting shall be subject to compliance with existing laws, rules and relations;

            NOW, THEREFORE, on motion of City Councilor Noel Y. Atienza, with the majority decision of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED,  by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes Hon. Rolen C. Paulino, City Mayor, Olongapo City to negotiate with any reputable individual or company for the establishment, management, operation and maintenance of cockfighting within a licensed cockpit arena subject o compliance to existing laws, rules and regulations.
