A RESOLUTION ENDORSING TO THE COMMUNITY  ENVIRONMENT AND NATURAL RESOURCES OFFICE (CENRO) , DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) - OLONGAPO CITY RESOLUTION NO. 22, SERIES OF 2015, OF THE SANGGUNIANG BARANGAY OF EAST TAPINAC, OLONGAPO CITY ENTITLED: “A RESOLUTION INTERPOSING NO OBJECTION TO THE CUTTING OF A NUMBER  OF TREES SIX (6) WITHIN THE VICINITY OF THE OLONGAPO CITY CONVENTION CENTER AND ENDORSING  THE PROPOSED MIXED USE DEVELOPMENT ON THE AREA OF THE OLONGAPO CITY CIVIC CENTER COMPLEX”

            WHEREAS, to hasten growth, the City Government is implementing measures to back up infrastructure and other investments to support increased economic activity, assure the constituents of sound economic policies to help business prosper, and become a steadfast partner of the private sector in their mutual/common social responsibilities;

            WHEREAS, such development is aimed at the City’s Civic Center Complex with an aggregate area of thirty eighty thousand three hundred eighty-three square meter (38,383 sq.m.) located at Barangay East Tapinac, Olongapo City, where a number of trees are to be cut, moved/earth balled necessary for such development;

            WHEREAS, a group of environmentalists issued a Certification/Endorsement on December 3, 2014, conforming to the movement, balling-out of few trees and limited cutting of few trees within the Olongapo City Civic Center Mixed Use Complex and in exchange, 10,000 seedlings and trees shall be planted;

            WHEREAS, the City Government has consulted and sought the position of the Sangguniang Barangay of East Tapinac;

            WHEREAS, the Sangguniang Barangay of East Tapinac unanimously approved on February 18, 2015 Resolution No. 22, endorsing the same to the Sangguniang Panlungsod;

            WHEREAS,  out of the 336 existing trees at the Olongapo City Civic Center Complex, only the 6 trees, as determined by CENRO – Olongapo City will be cut;

            WHEREAS, the factors considered by CENRO – Olongapo for the determination of the cutting of the 6 trees are its age, diameter and other physical features that shall render it impossible to be earth - balled and its limited chance to survive when transplanted to another location;

            WHEREAS, all other affected trees will be earth – balled.

            NOW, THEREFORE, on motion of City Councilor Randy C. Sionzon, with the majority decision of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED,  by the Sangguniang Panlungsod in session assembled to endorse as it is hereby endorses to the Community  Environment and Natural Resources Office (CENRO) , Department of Environment and Natural Resources (DENR) - Olongapo City Resolution No. 22, Series of 2015, of the Sangguniang Barangay Of East Tapinac, Olongapo City entitled: “A Resolution Interposing No Objection To The Cutting Of A Number  Of Trees Six (6) Within The Vicinity Of The Olongapo City Convention Center And Endorsing  The Proposed Mixed Use Development On The Area Of The Olongapo City Civic Center Complex”.

            RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copy of this Resolution be furnished the CENRO, DENR, Kalaklan, Olongapo City, for their information and appropriate action.

            RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that copies of this resolution be furnished the Sangguniang Barangay of East Tapinac, Office of the City Mayor, City Planning and Development Office, and all others concerned for their information.
