WHEREAS, The Philippine Constitution provides for the strengthening of education, science and technology, sports and arts and culture for nation building, while Republic Act 7160, otherwise known as the Local Government Code supports various programs for the attainment of countrywide development;

WHEREAS, sister city relations bring together cities and nations into a closer relationship where global cooperation, cultural understanding and economic development are realized for the citizenry’s mutual benefit;

WHEREAS, the need to create a committee tasked to handle sister city relations and twinning programs is essential to transform our hopes and aspirations of building bridges to other cities, in or out of the country, into a reality that everyone in our community can participate in and benefit from;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez and co-sponsored by Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sanguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

AN ORDINANCE CREATING THE SISTERHOOD COUNCIL OF OLONGAPO CITY, ITS SCOPE, FUNCTIONS AND PROVIDING FUNDS THEREOF.

ARTICLE 1. TITLE AND RATIONALE

SECTION 1. Title. – This Ordinance shall be known as the “SISTERHOOD ORDINANCE ”.
SECTION 2. Rationale. The Rationale behind the creation of this Ordinance is to formalize and provide for guidelines of each Sister City Relations Program both on the national and international levels. This Ordinance shall serve as the link of two different communities where partnership and friendship shall be the core objective.

ARTICLE II. OLONGAPO CITY SISTERHOOD COUNCIL

SECTION 3. Creation of Olongapo City Sisterhood Council. There shall be a council to be created that will be composed of the following:

CHAIRMAN
(City Mayor)
City Council
(Tourism, Culture/Education, Business, Information Technology)
CITY Departments
(CPDO, Business, School College, MIS, Tourism, PAO)
Private/NGO/GO
(Tourism Council, Business Club, DepEd, SK
VICE CHAIRMAN
(City Administrator)


SECTION 4. Scope. The scope of the aforementioned Council shall be the management of the entire process involved in establishing and conducting the sister city ties and relationships, from its inception to the evolution of bonds with each of Olongapo’s sister cities.

SECTION 5. Functions. The Council shall execute the following undertakings:
a. To promote relationships of friendship, goodwill and understanding between the people of Olongapo City and the people of each of her sister cities.

b. To seek opportunities for, and encourage involvement in international, sports and cultural exchange, educational betterment, service networking and trade and tourism development, between Olongapo City and her sister cities.
c. To encourage members of the public to join together in groups to assist the members of each of the Olongapo Sister City to meet their objectives.
Specific Functions:

The search for potential sister cities.
Initiating contact with the representatives of the prospective sister cities.
Establishing the ties of friendship, cooperation, and mutual support through visits and conduct of different activities or events.
Develop and enforce protocols to facilitate interaction with the local governments of sister cities.
Encourage local organizations/associations to participate in the relationship.
Monitor on a regular basis the progress of shared initiatives.
Conduct regular visits and exchanges.
Organize projects and programs to further advance mutual cooperation.
Ensure that the sister city relationship is active, enduring and mutually beneficial.
Assessment and development of our own sister city potential.


SECTION 6. Criteria for Sister City Relationships. In deciding for the sister city program, the Council shall strictly follow the following requirements and conditions:

The twinning program should have any of the following objectives:

a. Trade, Business and Tourism
b. Scholarships and Exchange Student Program
c. Transfer of Information, Technology and Research
d. Sports
e. Art and Culture

The city should have established a good standing in the community of nations and cities in the country.

The Olongapo City and the proposed sister city should have an aspect similar to one another.

SECTION 7. Action by the City Council (Sangguniang Panlungsod).

The Olongapo City Council shall deliberate on the proposal and recommendations from the Sister City Council for the establishment of Sister City relationship and shall approve by a resolution. The Resolution shall then be forwarded to the newly approved Sister City.

SECTION 8. Annual Plan.

The following activities shall be the focus of the Olongapo City Sisterhood Council:

1. Visitations
2. Exchanges
3. Communications
4. Tourism and Promotions
5. Research
6. Investment
7. Cultural Programs

SECTION 9. Budget Allocation. For effective implementation of this Ordinance, an amount of P250,000.00 shall be appropriated, taken from the General Fund of the city. The expenses incurred herein shall be subject to existing accounting and auditing rules and regulations.

SECTION 10. Separability Clause. If any provision of this ordinance is declared invalid or unconstitutional, the remaining provisions not affected thereby shall continue in full force and effect.

SECTION 11. This Ordinance shall take effect upon its approval.
