RESOLUTION NO. 189
(Series of 2006)

A RESOLUTION ENDORSING THE CITY’S APPLICATION FOR A GRANT WITH THE INNOVATION SUPPORT FUND (ISF) UNDER THE LAND ADMINISTRATION AND MANAGEMENT PROJECT PHASE 2 (LAMP2) FUNDED BY THE AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT (AUSAID) AND SIGNIFYING THE CITY’S COMMITMENT OF PARTNERSHIP AND ACCOUNTABILITY UNDERTAKING


WHEREAS, the Land Administration and Management (LAM) program is a 15-20 year program to improve land administration and land management in the Philippines that aims to support an efficient land market and alleviate the present low level of confidence in the system of formal land administration and the lack of tenure security;

WHEREAS, LAMP2 is funded by the Australian Government by grant proceeds of some A$34.0 Million (Subsidiary Agreement), plus GOP counterpart funding and a World Bank loan, the purpose of which is to accelerate the process of land administration and land management reform and support the progressive expansion of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements;

WHEREAS, the Innovation Support Fund (ISF) is a A$1.5 Million grant fund, the objective of which is to encourage provinces and cities to become actively engaged in initiating processes of LAM reform and improved service delivery in their specific areas and is expected to encourage LGUs in adopting LAM reform to foster innovations in a competitive manner;

WHEREAS, while the ISF grant facility has a pre-identified set of objectives, the application of these objectives shall be linked to the city’s own determination of its own needs, requirements and objectives to achieve and improve their own delivery of land administration and management services such as cadastral index mapping and surveys for A & D

lands, land records inventory and validation, mass adjudication, installation of LAM hardware and software systems and equipment, computerization of land title databases, etc;

WHEREAS, a total of 10 ISF small grants each amounting between PHP0.500-0.750Million for LAM Technical Assistance Support Activities and 5 programmatic grants of PHP 5.0-7.0Million for Installation and Institutionalization of LAM Innovations and Services shall be awarded to participating LGUs and local partners for the first 3 years of LAMP2;

WHEREAS, the ISF Small Grants Technical Assistance component is a short-term funding facility to support technical preparatory activities such as project proposal preparation and design, and planning work associated with LGUs and partner stakeholders committed to participation in the ISF’s Programmatic Grant component;

WHEREAS, the League of Cities has identified Olongapo City as one of the few LGUs qualified to apply for potential grants/assistance to address land administration and management concerns in the locality;

WHEREAS, the city through the City Planning & Development Office and the City Assessor’s Office has started an innovative way of identifying & marking all land parcels in the city including all land concerns, issues and information for each parcel in digital map form and may be enhanced and further improved by the fund from the grant if awarded;

WHEREAS, the basic premise in the implementation of the ISF is the partnership and cooperation of critical LAM services stakeholders and agencies/organizations;

WHEREAS, if selected, the city needs to provide a counterpart fund, such fund may be attributed to salaries of LGU staff involved in the project, utilization of local facilities and equipment, vehicles and machinery, however, 25% of the city’s counterpart fund must be additional funding or in kind;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to endorse, as it is hereby endorses, the city’s application for a grant with the Innovation Support Fund (ISF) under the Land Administration and Management Project Phase 2 (LAMP2) funded by the Australian Agency for International Development (AUSAID) and signifying the city’s commitment of partnership and accountability undertaking.
