A RESOLUTION REQUESTING THE DEPARTMENT OF TOURISM TO INCLUDE
THE SIBIT-SIBIT FESTIVAL AND THE ULO NG APO FESTIVAL IN THEIR
ANNUAL CALENDAR OF EVENTS


WHEREAS, The Department of Tourism (DOT) serves as the primary government agency commissioned with the responsibility to encourage, promote, and develop tourism as a major socio-economic activity to generate foreign currencies, employment and spread the benefits of tourism to both the private and public sectors;

WHEREAS, the DOT is committed to effectively and efficiently implement sustainable tourism development undertakings as guided by the following national development thrusts: cultural awakening, countryside development, environmental conservation, foreign exchange generation, employment creation, and poverty alleviation;

WHEREAS, Olongapo City, the City of Volunteers, creates and implements local policies and programs in support of the development, promotion, and supervision of tourism projects in the Philippines;

WHEREAS, Olongapo City envisions itself to be a self-sustaining government entity, contributing to the national development objectives, dominantly exemplifying the essence of public service as it leads the way to a sustainable, environmentally accountable, socially vigilant and culturally significant tourism development;

WHEREAS, the city started organizing various activities aimed at promoting Olongapo City and at the same time providing direct and indirect income to its constituents. The City Tourism office spearheads and promotes the established and recognized annual/regular tourism programs and special events in the City of Olongapo;

WHEREAS, the City Government of Olongapo through its annual celebration of the Sibit-Sibit and the Ulo ng Apo Festivals endeavors to support the objectives of the Department of Tourism;
WHEREAS, the Sibit-Sibit Festival is a three - day event which is being celebrated every last Friday, Saturday and Sunday of April that is highlighted with the Summer Street Mardigras and trivial events that includes among others the utilization of sailboats in water sports competitions. The organized activities showcase the small sailboats used by fishermen way back when Olongapo City was still a fishing village. It serves as a restoration of historical and cultural ingenuity of the Olongapo residents;
WHEREAS, the Sibit-Sibit Festival invigorates the humble origins of Olongapo City, it celebrates the enterprising spirit of the native Olongapeños who, with so little, have done so much, enabling the seeds of their fervent aspirations for prosperity to blossom into the bustling metropolis as it is at present. The small sailboat, or the “Sibit Sibit”, is the symbol of the dedicated lives that lead to the Sibit-Sibit Festival;
WHEREAS, the ULO NG APO Festival commemorates the heritage of the city; the legend and history of Olongapo City, important events and personalities as well as Olongapo values that will once again be revitalized;

WHEREAS, the Ulo ng Apo Festival is a fifteen - day event which is being celebrated every 15th to the 30th day of October that is highlighted with three (3) days Mardi Gras and minor events like Street Dancing, Rave Party, Art Exhibit, Garden Show, Citywide Sale, Electric Parade, Octoberfest, Street Party and many other income generating and fun-filled events;
WHEREAS, Olongapo City aspires to intensify the marketing and promotional efforts to sustain its operational assets through the Tourism industry;
WHEREAS, the continued implementation of sustainable local tourism activities that contributes to the over-all national agenda of generating jobs is an endeavor for the City of Olongapo;
WHEREAS, the Tourism Promotions Sector of the Department of Tourism with the primary function of promoting the Philippines as a tourist destination domestically and internationally can integrate in their marketing and promotional activities such as information dissemination, public relations, special events, and related tourism programs the Olongapo City’s Sibit-Sibit Festival and Ulo ng Apo Festival;
WHEREAS, the inclusion of the Sibit-Sibit Festival and the Ulo ng Apo Festival in the annual calendar of events of the Department of Tourism shall pave way to the influx of tourists, creation of job opportunities for the constituency and increase in local business revenues;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Department of Tourism to include the Sibit-Sibit Festival and the Ulo ng Apo Festival in their annual calendar of events.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to furnish copies to the Department of Tourism, Philippine Tourism Authority and the Office of the President for their information, record and support.
