RESOLUTION NO. 164
(Series of 2006)

A RESOLUTION REQUESTING ALL LOCAL BARBER SHOPS, beauty salons, POULTRY OWNERS AND RESIDENTS OF OLONGAPO CITY TO DONATE
HUMAN HAIR AND CHICKEN FEATHER THAT WILL HELP IN THE
OIL ABSORPTION OF THE OIL SPILL IN GUIMARAS

WHEREAS, Section 15, Article II of the Philippine Constitution provides that “the state shall protect and promote the right to health of the people and instill health consciousness among them.”;

WHEREAS, Section 16, Article II of the aforementioned law provides that “the state shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”;

WHEREAS, Section 3 (i) of Republic Act 7160 otherwise known as the Local Government Code of 1991 provides that “Local Government Units shall share with the National Government the responsibility in the management and maintenance of ecological balance within their territorial jurisdiction, subject to the provisions of this code and national policies;”;

WHEREAS, the island of Guimaras was once a paradise to behold with its lustrous and rich natural resources both land and sea;

WHEREAS, MT Solar 1 Tanker sank on August 11, 2006 in Guimaras Strait which contains 1.8 million of banker fuel and spilled around 200, 000 liters of oil in the area;

WHEREAS, at the advent of the oil spill in Guimaras Strait, the area had been quite impossible to live with, leaving no source of livelihood for its inhabitants dependent on the resources of the sea who are mostly fishermen, shell and seaweed vendors;

WHEREAS, the effect of the disaster is long term, affecting most number of people. The oil spill brought poverty which shall lead to poor nutrition and acquisition of diseases;

WHEREAS, Olongapo City would like to express its deep concern over the mounting health hazards facing the communities affected by the oil slick and join the national government’s campaign for relief of any form;

WHEREAS, with the pioneering spirit of volunteerism of the Olongapeños, this is our call once again to show this endearing attitude especially to our countrymen by giving a little of what we have and what we are about to trash which can still be useful in the absorption of oil spill in Guimaras;

WHEREAS, in support of the Task Force Guimaras attending to environmental and health issues, all Local Barber Shops, Beauty Salons, Poultry Owners and Residents of Olongapo are hereby requested to donate human hair and chicken feather to facilitate the oil assimilation in the affected areas of Guimaras;

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests all local barber shops, beauty salons, poultry owners and residents of Olongapo City to donate human hair and chicken feather that will help in the oil absorption of the oil spill in Guimaras.

Let copies of this Resolution be given to all related business establishments, the Business Permit Division and the Public Affairs Office for their information dissemination and implementation.
