A RESOLUTION EXTENDING THE ADOPTION OF THE EXPERIMENTAL IMPLEMENTATION OF A BODY NUMBER CODING SCHEME FOR PUBLIC UTILITY JEEPNEYS J-01 AND J-011 UNTIL NOVEMBER 30, 2007 AS PART OF PUBLIC CONSULTATIONS.

WHEREAS, Resolution No. 185, Series of 2006 and Resolution No. 101, Series of 2007 were approved both adopting an experimental implementation of a Body Number Coding Scheme for Public Utility Jeepneys J-01 and J-011 for the periods covering October 11 to November 11, 2006 and from the effectivity of Res. No. 101 to September 30, 2007;

WHEREAS, there is reason to believe that the proposed scheme is economically beneficial for the vast majority of jeepney drivers in Olongapo City most of which have an internal body number coding rule implemented within their associations and cooperatives;

WHEREAS, Mr. Jose M. Ramos, Head of OTMPS, sent a letter dated August 6, 2007 indorsing and reintroducing said experimental scheme for field study to pave the way for a city ordinance if publicly accepted which is to be determined through committee hearings and public consultations such as this experimental scheme;

WHEREAS, in a letter dated October 8, 2007 the Chair of the Committee on Traffic, likewise indorsed the institutionalization of the body number coding scheme through a city ordinance;

WHEREAS, again in a letter dated October 10, 2007, Col. Aquino reiterated the need for a number coding scheme as he reiterated his favorable recommendation for the proposed number coding scheme;

WHEREAS, the Committee on Transportation needs to further study the reasonableness of the long-term measure and enjoins this Council to further deliberate on the matter to insure that its objective: traffic decongestion, increased income for drivers and operators, less pollution, etc. are achieved;

WHEREAS, the extension of this experimental scheme is to consider and study other processes or means which should ultimately redound to the welfare of the riding public;

WHEREAS, the following details the body number coding schedule:

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, co-sponsored by Councilor Aquilino Y. Cortez, and with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to extend, as it is hereby extends the adoption of the experimental implementation of a body number coding scheme for public utility jeepneys J-01 And J-011 until November 30, 2007 as part of public consultations.
