A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE PHILIPPINE ATMOSPHERIC, GEOPHYSICAL, AND ASTRONOMICAL SERVICES ADMINISTRATION (PAGASA), OF THE DEPARTMENT OF SCIENCE AND TECHNOLOGY (DOST), REGARDING THE COMMUNITY-BASED FLOOD MANAGEMENT PROGRAM (CBFMP)


WHEREAS, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) of the Department of Science and Technology (DOST) mission is to provide protection of life and property against natural hazards due to typhoons, floods, drought, etc.;

WHEREAS, PAGASA utilizes scientific knowledge and information as an effective instrument to ensure the safety, well being and economic security of its people and their environment;

WHEREAS, after the eruption of Mt. Pinatubo, Olongapo City have been experiencing perennial flooding even with a minimum rainfall especially in low-lying areas;

WHEREAS, because of massive flooding during typhoons “Chedeng” and “Dodong”, the City Council passed Resolution No. 113, Series of 2007 placing the entire city under the state of Calamity;

WHEREAS, the city government, mandated to protect its constituents, sees the need for a systematic and coordinated flood control management to mitigate flood disaster in the city of Olongapo;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;


RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to enter into a Memorandum of Agreement with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), of the Department of Science and Technology (DOST), regarding the Community- Based Flood Management Program (CBFMP)
