RESOLUTION NO. 156

A RESOLUTION REQUESTING HER EXCELLENCY PRESIDENT GLORIA MACAPAGAL-ARROYO TO INCLUDE REPRESENTATIVES OF OLONGAPO CITY TO THE FSC BOARD


WHEREAS, the Freeport Services Corporation, one of the major enterprises inside the Freeport Zone and a subsidiary of the Subic Bay Metropolitan Authority, houses various business ventures under its wing ranging from the management of eco-tourism facilities, the establishment of commercial and service-oriented ventures, warehousing, distribution as well as catering services;

WHEREAS, FSC does not only function as SBMA’s frontline enterprise but also a workplace for some 2000 people and a labor force consisting of 60% Olongapeños, where a significant number were the volunteers themselves, who protected and preserved the former US Naval Facility which later became the Subic Bay Freeport Zone;

WHEREAS, as the most proximate stakeholder, the bulwark of the legacy that made SBMA, the world-class Freeport that it is, Olongapo, amongst its neighboring communities, was not only a loyal and enduring partner in its thrusts but had equally and jointly hurdled with SBMA, in general, and the FSC in particular, the acid tests of its timeline;


WHEREAS, with the multitude of services under the operation of FSC and the significant number of Olongapeños directly providing such services, it is but a postulate that the FSC’s operation directly affects the economic condition not only of its workforce underneath, but cascades down to impact the business climate of the City;

WHEREAS, with such magnitude, the call for representatives to the FSC Board to act as the duly constituted voice of the Olongapeños in the said board is deemed indispensable and urgent;

WHEREAS, through the representatives of Olongapo City to the said Board, a coherent management and coordination plan can be aired, ironed-out and devised, thereby unifying the efforts of both entities regarding matters of mutual concern and rippling positive effects to FSC, Olongapo and their neighbors;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to request, as it hereby requests Her Excellency President Gloria Macapagal-Arroyo To Include Representatives Of Olongapo City To The FSC Board.

Let copies of this Resolution be furnished Hon. Feliciano Salonga, Chairman, Hon. Armand Arreza, Administrator of the Subic bay Metropolitan Authority and the FSC Board for their information and action.
