A RESOLUTION ENDORSING THE PROPOSED PROJECTS, CENTRAL LUZON FREEPORT ONE STOP PROCESSING AND BAGSAKAN CENTER, SUBIC BAY METROPOLITAN AUTHORITY (SBMA) SEAPORT ROLL ON ROLL OFF AND ZAMBALES RAILWAY TO THE HONORABLE AMOR D. DELOSO, GOVERNOR, PROVINCE OF ZAMBALES AND CHAIRMAN OF THE REGIONAL DEVELOPMENT COUNCIL (RDC), COMMITTEE ON INFRASTRUCTURES


WHEREAS, the City joins the entire nation avert the looming scenario of a food crisis and bring down the cost of food commodities by making them more accessible to the consuming public.

WHEREAS, to support the plan through dynamic blueprints on agribusiness and infrastructure, Olongapo City, strategically located as the bridge between the North Luzon Business Quadrangle and the Luzon Urban Beltway, hereby endorses the fundamental projects namely, Central Luzon Freeport One Stop processing and Bagsakan Center, SBMA Seaport Roll On Roll Off and Zambales Railway to the Regional Development Council (RDC);

WHEREAS, the Proposed Central Luzon Freeport One Stop Processing and Bagsakan Center will serve as post harvest infrastructure for the farm/coastal outputs of North Luzon with direct market to Olongapo City – a consumer/service – based economy with 227,000 population, to include the rising population at SBMA brought about by a new community created by the Hanjin industry. Surplus products can be processed on the same building and promoted to domestic and international markets using proposed SBMA seaport RORO and aired through the Subic Bay International Airport;

WHEREAS, the vital implementation of policies, program and activities toward achieving a cost effective link between food production areas to major market roads through the construction of farm-to-market roads, the expansion of shipping services through the promotion of roll-on- roll-off ferry logistics backed up by a fast network system are all to be placed to address the escalating needs of the growing consumer market;

WHEREAS, such endorsement by Olongapo is an initiative of the City to help boost food production capacity by providing and assisting in all the needed material and infrastructure support to farming/coastal communities contiguous to it;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED AS IT HEREBY RESOLVED, by the Sannguniang Panlungsod in session assembled to endorse, as it hereby endorses The Proposed Projects, Central Luzon Freeport One Stop Processing And Bagsakan Center, Subic Bay Metropolitan Authority (SBMA) Seaport Roll On Roll Off And Zambales Railway To The Honorable Amor D. Deloso, Governor, Province Of Zambales And Chairman Of The Regional Development Council (RDC), Committee On Infrastructures.

Let copies of the said projects proposals be made as integral part of this Resolution.
