WHEREAS, the increasing complexity of the country’s social and economic situation prompts the Olongapo City government to strengthen its capability on social and economic information management, which is data sourcing, processing, storing and data utilization;

WHEREAS, the study of the demographic, social, environment and economic situation in a locality is a mandate and a fundamental undertaking of any local government unit and is the foundation for a term-based and long term planning;

WHEREAS, Executive Order # 135, Series of 1993, provides for a well-coordinated statistical system at the local government units.

WHEREAS, such undertaking must be strengthened in a manner that it must be embedded in the work system and practices of all concerned city government’s departments and offices;

WHEREAS, annual reports of related departments and offices are generally designed and limited in reporting quantitative accomplishments of work inputs;

WHEREAS, generally, there is an absence of practice of qualitatively assessing the related socio-economic sectoral development outcomes of the respective departments and offices;

WHEREAS, to substantiate the exercise of such mandate a supporting policy statement is imperative to cause and bring about the practice of managing socio-economic information;

WHEREAS, the Asian Urban Information Center of Kobe (AUICK) has funded in part the project initiation of installing a Socio-Economic Information System in Olongapo City;

WHEREAS, the Local Government of Olongapo has appropriated One Million Five Hundred Thousand Pesos (Php1,500,000.00) under City Ordinance No. 40, Series of 2008 for the extensive data gathering under the Community Based Monitoring System (CBMS);

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance;

AN ORDINANCE STRENGTHENING THE SOCIO-ECONOMIC INFORMATION MANAGEMENT OF OLONGAPO CITY

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Title. This Ordinance shall be known as the Ordinance Strengthening the Socio-Economic Information Management of Olongapo City.

SECTION 2. Objectives. To substantiate the execution of the city government’s mandate to study and update the socio-economic situation and institutionalize its guidelines of implementation.

SECTION 3. Definition of Terms.

3.a Designated statistics is defined as the perceived most critical and essential statistics required for social and economic planning/analysis.

3.b Meta-data - information on concepts, terms, methodologies, formulas, assumptions and parameters used, data limitations, and other relevant qualitative information.

3.c Data Needs and Assessment – a process by which needed socio-economic data and information are identified and defined according to its universal standard definition.

3.d Data and information management – includes among others the process of sourcing out, collection, storing, processing, analysis and utilization of data and information.

3.e Primary data – data collected directly to the source or respondents of information. Data observed or collected directly from first hand experience.

3.f Secondary data - information that is obtained from previously published materials, such as books, magazines, newspapers, government agencies’ census publications, data sets and company reports and files.

3.g Public Use Files (PUF) – files including documentations that are available to all individuals or entities who request on such data.

3.h Data sets – a data file or collection of interrelated data.

SECTION 4. Formulation of a Set of Designated Statistics.

4.a There shall be a set of designated statistics, which is deemed to be vital and essential on the city’s social and economic planning and analysis, enumerated on Appendix A.

4.b The set of designated statistics shall be formulated by an inter-departmental/agency assembly composed of designated focal persons on handling information, functioning as custodian or as a supervisor.

4.c The formulation of the set of designated statistics shall be based on the following criterion:

4.c.1 Relevance to the development thrust of the current city administration.

4.c.2 Significance to the city’s strategic vision, mission and goals.

4.c.3 Related to the national government’s program thrust.

4.c.4 United Nation’s Millennium Development Goals (MDG).

4.d The set of designated statistics shall be assessed and reviewed annually, to be conducted not later than March of each calendar year to be led by the City Planning and Development Office (CPDO).

4.e There shall be a meta-data of the set of designated statistics to be maintained and updated by the City Planning and Development Office (CPDO) to serve as a guide book of the data to end users, itemized on Appendix A.

SECTION 5. Delegation of the Task of Managing Designated Statistics.

5.a There shall be a focal person on the task of managing designated statistics from each concerned departments, agencies and offices.

5.b The focal person shall periodically monitor, collect and store the sets of designated statistics respective to its sector’s affiliation.

5.c The focal persons shall represent their respective office/agency on the semi-annual data assessment and update activity.

5.d The focal person shall be the accountable personnel to the veracity of the data and information being collected.

SECTION 6. Data Release and Collection.

6.a The periodic release of the annual sets of designated statistics shall not be later than February and July of each calendar year.

6.b The focal person shall certify the correctness and integrity of the released data and information.

6.c At the inception of the system initiation, data to be collected shall be on the most longitudinal period and the current data thereafter.

6.d The CPDO shall act as the central entity to receive and store released sets of designated statistics from various city offices, departments and agencies.

6.e The Olongapo City government, thru the CPDO shall periodically subscribe, source out and collect other related secondary data, data sets and public used files from various sources such as regional and national government agencies.

6.f To fill-in data gaps, the City Planning and Development Office (CPDO) may use primary data collection methodology if necessary in a manner and form validated by the local Regional Statistical Coordinating Council (RSCC) or any equivalent statistical government entity available.

SECTION 7. Data Processing and Analysis.

7.a The City Planning and Development Office (CPDO) shall conduct processing activities of the latest data and information every March and August of each calendar year.

7.b The City Planning and Development Office (CPDO), the Sangguniang Panlungsod, concerned departments and an independent agency duly approved by the Sangguniang Panlungsod shall interpret and analyze data and cause publication of a semi-annual Socio-Economic Profile and the same shall be posted in the Internet.

SECTION 8. Repealing Clause. Any ordinance or part or parts thereof which are inconsistent with any provisions of this Ordinance are hereby deemed amended, repealed and /or superseded.

SECTION 9. Effectivity. This Ordinance shall take effect upon its approval.
