Call to Order
The Officer-In-Charge and Acting Presiding Officer Gina G. Perez called the session to order at 4:50 in the afternoon.

Reading and Adoption of Minutes
On motion of City Councilor John Carlos G. delos Reyes, the minutes of the regular session dated 10th of August, 2009, was adopted unanimously by the body. The August 19, 2009 minutes was still unavailable.
Reading and Approval of the Day’s Agenda

2. Letter from the City Vice Mayor Cynthia G. Cajudo addressed to the Hon. City Mayor James Gordon, Jr. informing that the City Council service vehicle with plate number SFT-806 is unserviceable up to this time due to unavailability of spare parts and she is requesting the approval of gas slip for private vehicle to be used as service vehicle of the Council for official business as per approval of the Officer in Charge. 3. Letter from City Vice Mayor Cynthia G. Cajudo addressed to the Hon. City Mayor James Bong Gordon, Jr. regarding her official travel to Israel which will start on September 13-24, 2009 and she is designating Hon. Gina G. 4. Memorandum from Honorio Gomez, OIC, JLGAMM Administrator for the Hon. City Mayor James Gordon, Jr. regarding the Income Report For The Month Of August 2009. There was an increase of Php 6,903.68 as compared to last year. (Referred to the Committee on Business)
5. Letter from Isidro P. Lorenzo, Jr., General Manager, Olongapo Subic Castillejos San Marcelino Transport Service And Multi-Purpose Cooperative, Inc. addressed to the Hon. Mayor James J. Gordon, Jr. submitting the copy of Board Resolution which was unanimously passed and approved by the Board of Directors of said Cooperative dated July 18, 2009 requesting to allow the additional painting of bumper and grill of all Coop passenger jeepneys plying on the route line: Olongapo City – San Marcelino Zambales (J12) for their own identity and easy distinction with that of J08 (Olongapo-Philseco route) with yellow top color to avoid confusion among passengers/riding public in the area. Andawi, Head, City Treasury regarding the support to the Fund Raising program of the Philippine National Red Cross Olongapo Chapter, this month, the 500 Booklets amounting to Php 100,000.00 worth will be distributed to each employee of the city government. The number of tickets assigned to each employee according to their salary grade will be as follows:

12. Letter from Eliseo P. De Guzman, DILG Olongapo City Director, dated September 16, 2009, addressed to Hon. Mac D. Arnold Conception, SK Chairman, Brgy. New Cabalan, this City, in connection with his complaint against Perla C. Jacinto, Brgy. Treasurer, New Cabalan which states that:
“Please be informed that an appointive barangay official like the case of Ms. Jacinto may be disciplined administratively by the Punong Barangay and the concerned Sangguniang Barangay who appointed and concurred respectively her appointment in the office. However, if her appointment as Brgy. Treasurer was attested by the Civil Service Commission (CSC), though the same is appointed by the Brgy. Executive, the disciplining authority shall be the said government agency. In the contrary, Ms. Jacinto’s appointment does not fall within the rules and regulations of the CSC. It is our considered view that administrative complaint against your barangay treasurer shall be filed, investigated and finally decided by the concerned barangay. But to prevent fabricated and malicious accusations, the complaint shall be verified, under oath and supported by documentary evidences to allow the accused certain remedies provided under existing laws and jurisprudence. You are therefore advised to file your verified complaint to the concerned Punong Barangay in order that appropriate actions be legally implemented.

13. Memorandum Series of 2009 dated 14 September 2009 issued by the City Mayor James Gordon, Jr. to Finance Committee, All Department Heads, Section Chiefs, And All Other Concerned regarding Budget Forum/Conference/Hearing for the proposed 2010 Executive Budget. It says:
“Please be informed that there will be a Budget Hearing for the proposed 2010 Executive Budget on Sept. 17, 18, 23, 24, 25 & Oct. 7, 2009 at the City Budget Office from 9:00 A.M. to 12:00 NN., pursuant to the City Budget Memorandum (Budget Call) No. 2009-1 dated 17 June 2009. Bring three (3) copies of your respective 2010 AIP.
Attached to this communication is a schedule of Budget Forum for various offices and departments.

Committee Reports
City Councilor Dabu, being the co-chairman of the Local Price Coordinating Council, reported about the meeting she attended, which was initiated by the DTI, at the Golden Dragon Restaurant. The meeting aims to educate the participants about the proper use of LPG products commonly used in many households by providing information about the safety tips in using LPGs. Presentation outlines the basic facts about the characteristics of the product in the form of LPG gas cylinder. How to detect a good quality LPG – by checking whether it is fake or sub-standard, and to determine the correct content, which usually weighs eleven (11) kilograms. It also explained the dos and don’ts when using LPG gases. City Councilor Dabu shared more information by explaining in full details more about the product and its characteristics for better understanding of the participants. She also disclosed that many retailers are selling defective and underweight products as uncovered during the inspections and monitoring conducted by her committee, together with the DTI personnel. She assured the body that she will submit a hardcopy of the report with an update on the cheaper medicines.
As Chair of the Committee on Human Rights, City Councilor JC delos Reyes commented on the recent flooding incident that happened in the city and was even featured in various news reports. He considered it as a terrible disaster. It was when the City Mayor, together with the Disaster Management Office Head, Angie Layug, made a report during the session. From that report, he was expecting to hear post-trauma reports, to be rendered by the DMO, City Engineer’s Office, City Planning Office, and the City Health Office, in order to have a total assessment of the damage, at the same time determine the root cause of the flooding incident. It could probably be blamed on the failure on the part of some agencies who should have done the de-silting and de-clogging, and the barangays who should have maintained the proper disposal of garbage. He also demanded that a report be submitted to the council. Acknowledging the presence of ABC 5, covering the session, and earlier made rounds in the city, the councilor informed the council that we will expect more visitors to come and look at the city, and there is a need for officials to put their acts together.
The Presiding Officer fully agreed to the councilor’s remarks and expressed her belief that some councilors are attending to the needs of the people in the barangay.

3. City Councilor Edwin J. Piano motioned for the deferment of Draft Resolution No. 2009 R-094, entitled: “A Resolution Enjoining Local Government Units (LGUs), Subic Bay
Metropolitan Authority (SBMA) And NonGovernmental Organizations (NGOs) Around Subic Bay To Participate In The Creation Of Subic Waterways Council And Support The Projects Thereto.” The body unanimously deferred the measure.
4.
