A
RESOLUTION DECLARING A STATE OF CALAMITY IN OLONGAPO CITY IN VIEW OF THE
FLOODING AND DAMAGES RESULTING FROM SOUTHWEST MONSOON “HABAGAT”
WHEREAS, sixteen
out of seventeen barangays in the City were hit and submerged in floodwaters
due to a three-day heavy downpour from August 6 to 8, 2012. To date 80% of the
residents were believed to be affected by the ranging current of neck-deep
floodwaters, forcing residents to stay in their homes’ rooftops and later
evacuated from their houses;
WHEREAS, rescue
operations have been launched by the teams from the City Disaster and Risk
Reduction Management Office for those who were trapped in their homes, seeing
that major roads and bridges were impassable on August 6, 2012 and the
disruption of power which could not be restored within the 24-hour period
aggravating the situation;
WHEREAS, classes
in all levels in the City were suspended since the affected residents have been
brought to 9 evacuation centers, mostly schools and the Olongapo City
Convention Center;
WHEREAS, a
total amount of PhP51,945,967.00 more or
less worth of damages with PhP11,945,967.00 for electrical equipment and
fixtures alone had been recorded as well as around PhP40,000,000.00 for
infrastructure, residential and commercial has been estimated as loss by the
City from the said calamity;
NOW,
THEREFORE, with the unanimous accord of the Members of the Sangguniang
Panlungsod present,
RESOLVED, AS
IT IS HEREBY FURTHER RESOLVED, by the Sangguniang Panlungsod in session
assembled, to declare, as it hereby declares a state of calamity in Olongapo
City in view of the flooding and damages resulting from southwest monsoon
“Habagat”.
Let a detailed copy if the report on the said
damages be attached to this resolution.
