A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR.

REPRESENTING THE OLONGAPO CITY GOVERNMENT TO ENTER, EXECUTE AND SIGN THE MEMORANDUM OF UNDERSTANDING WITH THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS), REPRESENTED BY ITS DIRECTOR, RENATO U. SOLIDUM, JR.; THE ADVANCE SCIENCE AND TECHNOLOGY INSTITUTE (ASTI), REPRESENTED BY ITS DIRECTOR, DENIS F. GARCIA WITH REGARDS TO THE ESTABLISHMENT OF A COST-EFFECTIVE LOCAL TSUNAMI EARLY WARNING SYSTEM FOR SELECTED HIGH-RISK COASTAL COMMUNITIES OF THE PHILIPPINES SPECIFICALLY WITHIN THE SUBIC BAY, IN A MANNER CONSISTENT WITH LAW

WHEREAS, there is a need for advanced means for detection of water-related movements, specifically tsunami detection given the recent incidents of calamities brought about by tsunamis in the Asian region;

WHEREAS, the Philippine Institute of Volcanologist and Seismology and the Advance Science and Technology Institute have offered the installation and establishment of a cost-effective local tsunami early warning system for selected high-risk coastal communities such as the Olongapo-SBMA-Subic areas;

WHEREAS, given the current weather conditions and developments, there is an urgent need to formalize the said initiative through its embodiment in a Memorandum of Understanding as proffered by the Philippine Institute of Volcanology and Seismology and the Advance Science and Technology Institute;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY FURTHER RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr., representing the Olongapo City Government to enter, execute and sign the Memorandum of Understanding with the Philippine Institute of Volcanology and Seismology (PHIVOLCS), represented by its Director, Renato U. Solidum, Jr.; the Advance Science and Technology Institute (ASTI) represented by its Director, Denis F. Villorente; the Municipal Government of Subic, represented by its Municipal Mayor, Hon. Jefferson F. Khonghun; and the Subic Bay Metropolitan Authority (SBMA), represented by its Administrator, Chairman Roberto V. Garcia with regards to the establishment of a cost-effective local tsunami early warning system for selected high-risk coastal communities of the Philippines specifically within the Subic Bay, in a manner consistent with law.
